Hanoi Finalizes Land Compensation Calculation Method for Land Acquisition

The Chairman of the Hanoi People’s Committee, Vu Dai Thang, has officially signed a decision to issue the land price adjustment coefficient (K). This coefficient will serve as the basis for calculating compensation when the state acquires land within the city’s jurisdiction.

The Chairman of the Hanoi People’s Committee, Vu Dai Thang, has signed a decision to issue the land price adjustment coefficient (K) as the basis for calculating compensation when the State recovers land within the city.

Accordingly, the land price adjustment coefficient (K) for calculating compensation when the State recovers land for various land types, as per Resolution No. 52/2025/NQ-HĐND dated November 26, 2025, will be applied from January 1, 2026, across Hanoi with K = 1.

In cases where the application of the land price table and the land price adjustment coefficient (K = 1) for calculating compensation when the State recovers land does not align with actual land price fluctuations in the area, the People’s Committee at the commune level will conduct a review and propose specific land valuation methods as stipulated by the Land Law. The results will be submitted to the Department of Agriculture and Environment for synthesis, development, and consultation on adjusting the issued land price adjustment coefficient.

The Hanoi People’s Committee has tasked the Department of Agriculture and Environment with drafting and submitting for consideration and decision the adjustment of the issued coefficient to align with the actual land price situation in the area and the land price adjustment coefficients as specified in Resolution No. 254/2025/QH15 of the National Assembly and the Government’s Decree detailing and guiding certain provisions of the Resolution. The Department is also responsible for monitoring, inspecting, and synthesizing the implementation of this decision.

Additionally, the Department is to take the lead in coordinating with relevant units to report and propose solutions to the Hanoi People’s Committee for any difficulties or obstacles that may arise.
