HCM City Teachers to Receive Tens of Millions in Tet Bonuses, Up to Nearly 100 Million VND

Over 100,000 public school teachers in Ho Chi Minh City are expected to receive tens of millions of Vietnamese dong during the 2026 Lunar New Year, with some individuals receiving bonuses of nearly 100 million dong.

This financial package includes additional income as per Ho Chi Minh City’s (HCMC) specific policies, bonuses under Government Decree 73, and year-end savings from the school, along with Tet gifts.

Teachers’ Q4 additional income reaches tens of millions of VND

The additional income policy is implemented under the special mechanism outlined in National Assembly Resolution 98/2023, offering VND 3 million per month or up to 1.5 times the base salary for civil servants, public employees, and officials who perform well or excellently.

In September 2025, the HCMC People’s Council approved several key policies directly impacting the livelihoods of civil servants, public employees, and officials, aimed at improving their income.

The additional income policy under Resolution 98 continues to be maintained and extended to Zone 2 (former Binh Duong) and Zone 3 (former Ba Ria – Vung Tau).

Following administrative unit mergers, the HCMC Department of Education and Training reported over 117,000 public employees eligible for additional income under the special policy. This includes 80,612 in Zone 1 (former HCMC), 20,759 in Zone 2, and 16,460 in Zone 3.

The additional income for teachers who excel is calculated as follows:
Monthly Additional Income = (Salary Coefficient + Position Allowance Coefficient, if applicable) × VND 2,340,000 (base salary) × 1.5.

Here, VND 2,340,000 is the base salary effective from July 1, 2024.

Additional income policy is HCMC’s special mechanism

The additional income policy has been implemented in former HCMC for about 7 years, with multiple adjustments to the coefficient over time.

Initially, the HCMC People’s Council issued Resolution 03, regulating additional income for civil servants, public employees, and officials under state management, political organizations, socio-political organizations, and public service units managed by the city.

From 2018 to 2020, the income adjustment coefficient increased from 0.6 times (2018) to 1.2 times (2019) and 1.8 times (2020) the base salary.

In 2023, the HCMC People’s Council passed Resolution 08/2023/NQ-HĐND, regulating additional income under Resolution 98/2023/QH15. For the last 5 months of 2023, the maximum income adjustment coefficient was 0.8 times the base salary.

According to Resolution 185/2023 of the HCMC People’s Council on the 2024 budget estimate, the maximum income adjustment coefficient for 2024 is 1.5 times the base salary.

Teachers also receive bonuses under Decree 73

Besides additional income, public school teachers receive bonuses under Government Decree 73, which rewards outstanding work performance and annual task completion.

The bonus fund is set at 10% of the total salary fund (excluding allowances) based on positions, titles, ranks, and grades of those on the payroll.

Mr. Dinh Phu Cuong, Principal of Nguyen Van Luong Secondary School, stated that teachers at his school are expected to receive approximately VND 10 million in year-end surplus; Q4 additional income averages around VND 40 million per teacher, with senior teachers receiving up to VND 60 million. Additionally, teachers will receive bonuses under Decree 73 ranging from VND 10-13 million each.

“Combining these three amounts, each teacher is guaranteed to receive about VND 50 million by year-end. For senior teachers, total income could reach VND 70-80 million,” said Mr. Cuong.

According to Mr. Cuong, throughout the school year, the faculty has implemented cost-saving measures, minimizing unnecessary expenses to ensure a substantial year-end income.

“The school raises awareness among staff, encouraging everyone to save on electricity, water, and stationery. Teachers even suggested simple gatherings with snacks and fruits instead of formal meals during industry events, saving resources for Tet celebrations. With collective agreement, the school implements these measures,” shared the Principal of Nguyen Van Luong Secondary School.
