Ho Chi Minh City Plans to Construct a New 26-Story Political and Administrative Center in Thu Thiem

On January 7th, during the third conference of the Ho Chi Minh City Party Committee’s Executive Board for the 2025-2030 term, Vice Chairman of the City People’s Committee Bui Xuan Cuong presented a proposal for the construction of a new Political and Administrative Center in the Thu Thiem New Urban Area.

According to Mr. Cuong, consolidating Party and government agencies into a single hub in Thu Thiem addresses the current administrative infrastructure’s fragmentation and deterioration. This move also unlocks modern development opportunities for the city following its recent merger.

The City People’s Committee proposes a multi-functional, sustainable design for the center, featuring a 26-story arch-shaped building surrounding a central open space. Beyond housing over 7,000 civil servants, the center will embrace an “open” and “green” model, offering accessible public services and flexible workspaces to minimize waste.

Shared facilities like meeting rooms and conference halls will optimize resource use, aligning with the governance demands of a major metropolis.

The city aims to finalize planning and investment procedures by Q1/2026, break ground immediately, and complete the project by 2027.

To integrate the project seamlessly, the city plans to adjust Thu Thiem’s urban planning, relocating several cultural and public facilities. Notably, the Symphony-Opera-Ballet Theater will move from Ba Son to adjacent land near the new center, with its original site transformed into a green park. The HCMC Children’s Palace will also be repositioned to prioritize green spaces and waterfront access for community use.

Party Secretary Tran Luu Quang emphasized that the new center must be citizen-friendly, featuring open spaces that integrate with surrounding structures and offering nighttime functionality.

Regarding the 5-year review of Resolution 26 on completing Thu Thiem New Urban Area by 2030, Secretary Quang stated that the Party Standing Committee has actively addressed lingering issues in Thu Thiem. Efforts are underway to rectify errors and create development opportunities, positioning the area as a new growth engine.

Additionally, the Standing Committee will oversee detailed planning for major 2026 projects, including a performance conference center, the Unification Monument, Thu Thiem 4 Bridge, an international financial hub, and the Thu Thiem-Long Thanh rail line with connecting stations.

Approved in 1996, the 930-hectare Thu Thiem New Urban Area (770ha for urban development, 160ha for resettlement) on the eastern bank of the Saigon River has long been HCMC’s “prime real estate.” Its prime location, advanced infrastructure, riverfront access, and modern transport links to the city center make it highly desirable.

Earlier plans placed the city’s administrative hub in the existing downtown or Binh Quoi-Thanh Da Peninsula. Pre-merger, the Construction Department proposed a 1.8-hectare center at 86 Le Thanh Ton for 1,692 staff, but this was deemed insufficient in scale and connectivity.
