Deputy Chairman of the Hanoi People’s Committee, Nguyen Manh Quyen, signed and issued Decision 6315/QD-UBND on December 18, 2025, approving the detailed planning for a parking lot and the Hoang Mai Giap Bat Commercial Center at a scale of 1:500 in Dinh Cong Ward, Hanoi.
The detailed plan aims to establish a model for constructing a parking lot integrated with a modern commercial center, office spaces, and warehouses (excluding residential functions).

The area designated for planning covers 8.03 hectares, including 1.97 hectares allocated for city road infrastructure and 6.06 hectares for project development. The site is administratively located in Dinh Cong Ward, Hanoi. To the north, it borders Dam Doi Lake; to the south, it adjoins a planned 24-meter-wide road, the Monorail M2 line, and a technical infrastructure hub; to the east, it borders a planned 30-meter-wide road and another technical infrastructure hub (near Giap Bat Station); and to the west, it borders a planned 24-meter-wide road and the Dai Kim – Dinh Cong urban area.
The Hanoi People’s Committee assigned Xuan Nam Viet Joint Stock Company and Vietnam Planning and Architecture Consulting Joint Stock Company as the consulting units responsible for the detailed planning, with legal accountability for its execution. The Dinh Cong Ward People’s Committee will lead and coordinate with Xuan Nam Viet and 27-7 Manufacturing and General Services LLC (referred to as 27-7 Company) alongside the Department of Planning and Architecture to publicly announce the approved detailed planning documents.
Xuan Nam Viet and 27-7 Company are responsible for implementing the investment project in compliance with legal regulations.
In February 2023, the Hanoi People’s Committee approved the detailed 1:500 scale planning for the Aeon Mall Hoang Mai Giap Bat Commercial Center and parking lot. At that time, Aeon Mall Hoang Mai Giap Bat was expected to be the third Aeon Mall in Hanoi, following Aeon Mall Long Bien and Aeon Mall Ha Dong. However, in its 2024 report, Aeon Mall recorded a loss of over 1.1 billion yen (approximately 188 billion VND) due to the cancellation of the commercial center project in Hoang Mai District. Previously, in 2019, Hanoi received a proposal from Aeon Mall Vietnam, Xuan Nam Vietnam, and 27-7 Company to develop a parking lot combined with a commercial center.
Established in 2008 in Hanoi, Xuan Nam Viet had a charter capital of 300 billion VND by 2017. Its founding shareholders included Nguyen Xuan Vu (60%) and Nguyen Trung Kien, Dang Huu Loc, Nguyen Duc Thuan (each holding 10%, with Thuan serving as CEO and legal representative), and Le Thi Thu Huyen (10%). In June 2020, the company increased its capital to 1,500 billion VND. By September 2023, Tran Anh Vu (based in Ho Chi Minh City) took over as CEO and legal representative.
Founded in 2012 in Hanoi, 27-7 Company had a charter capital of 20 billion VND as of October 2016. Nguyen Van Quynh held the majority stake at 87.5%, while Nguyen Van Binh, Ngo Hung Tuan, Nguyen Van Thuc, Do Quy Dan, and Pham Minh Dau (Chairman and legal representative) each held 2.5%.
In mid-2020, the company increased its capital to 500 billion VND, with Quynh, as Director, serving as the legal representative. By August 2023, all original shareholders divested, with Thiso International Trading and Services JSC acquiring 99.98% and Luu Van Dat holding the remaining 0.02%.
As of January 2025, Nguyen Quoc Trung (based in Ho Chi Minh City) serves as CEO and legal representative of 27-7 Company. Trung also holds the same positions at Thadico – Binh Duong Industrial Park Development Investment LLC (with a capital of 1,925 billion VND, owned by Dai Quang Minh Real Estate Investment JSC) and Chu Lai Truong Hai Industrial Park and Urban Area Infrastructure Development LLC.
Beyond Hanoi, in 2021, Ho Chi Minh City’s real estate market saw South Korea’s Emart Group sell its 100% stake in Emart Vietnam to Truong Hai Auto Corporation (THACO, now Truong Hai Group). This transaction granted THACO control over a 25,640 m² plot at 12/78 Phan Huy Ich Street, Ward 14, Go Vap District, previously leased by Sagoda Shoe Company for manufacturing. Despite years of effort by the state-owned enterprise to convert its land use, the project ultimately transferred to THACO.

Hanoi Reclaims Over 1,300m² of Prime Land from Detesco Vietnam
Hanoi has announced the repossession of 1,347 square meters of land at 125 Van Cao Street, Ngoc Ha Ward (formerly Lieu Giai Ward, Ba Dinh District), belonging to Detesco Vietnam. The decision was made due to the company’s failure to fulfill its financial obligations to the state despite utilizing the land.
Hanoi Announces 39 Social Housing Projects for 2026-2030 with Total Investment of Nearly VND 71.5 Trillion
Hanoi has officially released the list of 39 social housing projects slated for investment in Phase 1, spanning from now until 2030. These projects collectively cover a total area of 115 hectares, with an estimated preliminary capital of nearly 71.5 trillion VND.
