Pilot Mechanism for Housing Price Reduction

On the afternoon of January 8th, the forum “Real Estate Market Outlook for 2026 – Driving a New Growth Cycle,” organized by Construction Newspaper, took place at Saigon Marina IFC in Ho Chi Minh City.

Land Allocation via Land Price Tables

Speaking at the forum, Deputy Minister of Construction Nguyen Van Sinh noted that the housing market remains imbalanced, with a shortage of affordably priced units and an oversupply of high-end properties.

Deputy Minister Nguyen Van Sinh outlines key strategies to foster real estate market development in the coming years.

He emphasized that soaring property prices pose a significant market challenge, necessitating comprehensive solutions moving forward.

The Deputy Minister announced plans to propose a pilot program to the National Assembly, aimed at developing commercial housing at accessible prices. This initiative would involve designating developers and allocating land based on standardized land price tables.

“These measures will effectively reduce housing costs. By enabling swift project execution, developers can offer homes at prices suitable for the general public. We are currently drafting this pilot program and aim to submit it in 2026, thereby expanding the supply of affordable housing,” stated Mr. Nguyen Van Sinh.

Nationwide, 1,114 commercial housing and urban development projects are underway, comprising approximately 529,000 units.

Additionally, 698 social housing projects are in progress, totaling over 657,000 units. This represents roughly 62% of the targeted 1 million social housing units. In 2025, the country completed more than 102,000 social housing units, surpassing the set goals.

Resolving Bottlenecks in Thousands of Projects

A key focus for the housing market is expediting the resolution of project bottlenecks.

According to Deputy Minister Nguyen Van Sinh, Steering Committee 751 (tasked with addressing challenges in stalled projects) reports that out of 2,991 problematic projects nationwide, covering 153,433 hectares, 926 projects spanning over 52,000 hectares have been resolved. These projects represent a total investment of 724.65 trillion VND.

The Ministry of Construction aims to build on the 2025 achievements to further develop social housing, striving to meet the 1 million-unit target.

“This effort has unlocked hundreds of thousands of hectares of frozen land, preventing resource wastage and corporate bankruptcies. It has also stabilized the macroeconomy, created jobs, and injected substantial capital into the economy,” remarked Mr. Nguyen Van Sinh.

The remaining 2,065 projects facing challenges have been categorized by central ministries and local authorities based on issue type and jurisdiction.

Looking ahead, Deputy Minister Nguyen Van Sinh outlined plans to collaborate with local governments to review housing development programs. This will ensure alignment with targets, prevent oversupply of mismatched products, and increase the availability of affordably priced housing.

Efforts will also focus on enhancing the housing and real estate market information system and establishing a property identification code to improve transaction transparency.

Continuing Efforts to Resolve 2,065 Projects

Specifically, 248 projects are proposed for resolution under Resolution 170/2024/QH15; 409 projects require National Assembly intervention; 208 projects fall under the jurisdiction of the Government, Prime Minister, or central ministries; 1,104 projects are to be addressed by local authorities; and 80 projects are suggested for resolution using the 8-point framework outlined by Steering Committee 751.
