Prime Minister Urges Swift Completion of Negotiations with Russia on Ninh Thuận 1 Nuclear Power Plant

The Prime Minister has mandated the completion of negotiations with Russia regarding investment cooperation for the construction of the Ninh Thuận 1 nuclear power plant by January 2026.

Prime Minister Pham Minh Chinh issued these directives during his concluding remarks at the fourth meeting of the Steering Committee for Nuclear Power Plant Construction on the evening of January 7th.

While acknowledging the achievements, the Prime Minister noted that progress has fallen short of expectations, with several challenges requiring immediate resolution. These include slow negotiations on cooperation agreements, heavy reliance on foreign partners, and delays in land clearance funding.

Looking ahead, the Prime Minister instructed ministries, agencies, localities, and Steering Committee members to address tasks within their jurisdiction. Any issues beyond their authority should be reported to the Prime Minister or Deputy Prime Minister Bui Thanh Son.

“The Ministry of Industry and Trade, in collaboration with the Ministry of Foreign Affairs and other relevant agencies, must develop negotiation strategies for unresolved issues. They should engage with Russian counterparts regarding the Ninh Thuan 1 Nuclear Power Plant investment and promptly report any emerging challenges to ensure completion by January 2026,” the Prime Minister emphasized.

Petrovietnam, the Ministry of Industry and Trade, and the Ministry of Foreign Affairs are tasked with proposing a partner selection plan for the Ninh Thuan 2 Nuclear Power Plant. This plan should prioritize advanced technology providers suited to current conditions and be submitted for approval by the competent authorities.

The Prime Minister directed the Ministry of Industry and Trade to work with the Ministry of Justice and related agencies to finalize government procedures and dossiers. These must comply with legal regulations and be submitted to the National Assembly Standing Committee for a resolution on special mechanisms and policies for the Ninh Thuan nuclear power projects.

The Ministry of Foreign Affairs will continue supporting the Ministry of Industry and Trade, EVN, Petrovietnam, and other agencies in negotiations with partners. They will provide diplomatic input to address investment and construction challenges for the nuclear power plants.

The Prime Minister tasked the Ministry of Science and Technology with finalizing the list of state secrets in science and technology by January. They must also issue necessary standards and regulations within the same timeframe.

The Ministry of Finance, in collaboration with the Khanh Hoa Provincial People’s Committee, is responsible for reviewing and supplementing the central budget to support Khanh Hoa Province in implementing resettlement and land clearance projects for the nuclear power plants.

The Ministry of Finance must also coordinate with relevant agencies, EVN, and Petrovietnam to negotiate credit agreements with partners for the Ninh Thuan 1 and Ninh Thuan 2 projects. These agreements should align with the investment and construction cooperation agreements.

“The Ministry of Education and Training is tasked with training personnel for nuclear power development. By January, EVN and Petrovietnam must provide workforce requirements for both plants,” the Prime Minister added.

The Khanh Hoa Provincial People’s Committee is instructed to complete investment preparations for immediate implementation of resettlement and land clearance projects for the two plants.

Khanh Hoa Province must also focus on compensation and resettlement, ensuring timely relocation of households to complete land clearance by the first quarter of 2026. Strict monitoring is required to prevent corruption, negativity, and waste, ensuring residents’ new living conditions are stable and at least as good as their previous ones.
