Surge of 120,000 Affordable Homes: Hanoi Braces for a Wave of Low-Cost Housing

Hanoi has unveiled its plan to select investors for the development of approximately 120,000 social housing units across the city during the 2026-2030 period.

Deputy Chairman of the Hanoi People’s Committee, Duong Duc Tuan, has signed and issued a decision to announce the list of social housing projects approved for investment and construction in the city (Phase 1).

According to the Hanoi People’s Committee, the disclosure of these projects aims to attract investors to participate in the construction of social housing, catering to individuals eligible for housing support as outlined in Article 76 of the 2023 Housing Law.

This initiative is a concrete step toward achieving Hanoi’s goal of developing 120,000 social housing units during the 2026–2030 period, as mandated by the Government.

The social housing projects identified for investment in this phase align closely with the adjusted Master Plan of Hanoi Capital, district plans, detailed plans, the Housing Development Program for 2021-2030, and the Housing Development Plan for 2021-2025, all of which have been approved by the City People’s Committee.

For submission of proposals, the Hanoi Administrative Procedure Center (258 Vo Chi Cong Street, Tay Ho District) will serve as the central point for receiving investor proposals, which will then be forwarded to the Department of Construction for appraisal.

The submission period is 30 days from the date the project information is publicly posted on the Hanoi People’s Committee’s official portal.

According to the decision, the project implementation timeline is estimated at approximately 3 years for land parcels where site clearance is complete and around 4 years for those where site clearance is pending.

The Hanoi People’s Committee has tasked relevant departments, agencies, and local authorities in districts with projects to collaborate in reviewing land funds, providing current land use information, publicly announcing project details, and creating a foundation to attract investors and accelerate social housing development across the capital.
