On January 7, 2025, the Power Generation Corporation 3 (EVNGENCO3) held its Annual Party and Professional Work Summary Conference, outlining tasks for 2026.
In his report, Mr. Le Van Danh, Board Member and CEO of EVNGENCO3, highlighted that in 2025, all power plants under Genco3 operated safely and reliably, meeting the grid’s demands effectively. This was particularly notable given the growing share of renewable energy, which accounted for approximately 12.5% of the total system’s electricity output.
The Phu My Power Plants demonstrated flexibility, efficiently meeting peak load demands when solar power generation ceased.
Thanks to favorable hydrological conditions, hydropower plants achieved an electricity output of 6.570 billion kWh, surpassing the assigned plan by 49%.
Overall, the corporation produced 26.754 billion kWh of electricity, fulfilling 93.72% of the annual plan approved by the Shareholders’ Meeting. Self-consumption rates for coal-fired thermal power plants continued to decrease, and incident rates significantly dropped compared to previous years.

However, Mr. Danh noted challenges such as lower electricity output from thermal power plants compared to their capacity. Progress on several investment projects was delayed due to procedural hurdles, mechanism issues, and inconsistencies among various planning frameworks.
At the conference, Mr. Dinh Quoc Lam, Chairman of EVNGENCO3’s Board, announced that for 2026, the corporation aims to produce 31.014 billion kWh of electricity and will focus heavily on new power projects.
Key initiatives include advancing investment procedures for the Ninh Binh Flexible Power Plant (300 MW) in Ninh Binh, the Long Son LNG Power Plant (1,500 MW) in Ho Chi Minh City, and implementing floating solar projects on the reservoirs of the Srêpốk 3 Hydropower Plant (110 MW) and Buôn Kuốp (140 MW), along with the expansion of the Srêpốk 3 Hydropower Plant in Dak Lak province.
From 2026 to 2030, EVNGENCO3 plans to invest in power projects with a total capacity of 2,337 MW, requiring an estimated additional capital of 5.5 trillion VND.
Power Sector 2025: Transforming Through Policy Evolution
In 2024, the power sector witnessed significant policy shifts, setting the stage for 2025 as the year these changes come to life. With the amended Electricity Law taking effect, the introduction of the 5-tier electricity pricing system, and the emergence of the “charging station economy” as foundational elements, let’s revisit the most impactful policies and regulations that shaped the power industry over the past year.
