According to the Ministry of Construction, under the decisive leadership of the Government, the Prime Minister, and the Ministry of Construction, the Can Tho – Hau Giang Expressway segment was inaugurated on December 19, 2025, with the main route opening for traffic on December 22, 2025. The Hau Giang – Ca Mau segment also achieved technical completion by December 19.
Several Traffic Safety Components Remain Incomplete
However, a site inspection on December 29 revealed that the Can Tho – Hau Giang project still requires urgent completion of certain components, such as road shoulders, drainage systems, and slope reinforcement, to ensure the main route’s operational safety.
For the Hau Giang – Ca Mau project, some contractors, including VNCN E&C as the lead contractor and Thi Son, Hai Dang, have failed to allocate sufficient labor, materials, and resources—particularly for traffic safety systems and asphalt concrete—despite repeated commitments. This has delayed the project’s completion and operation.
To ensure project progress, investment efficiency, and operational readiness, the Ministry of Construction has directed the My Thuan Project Management Board (PMB) to collaborate with relevant units on the Can Tho – Hau Giang segment. They are to review, update, and adjust traffic safety systems as needed, especially at intersections, to ensure safety. Priority is to be given to completing all main route components (fences, shoulders, concrete drains, lighting), frontage roads, slope reinforcement, and remaining items (intersections, connecting routes) as instructed by the Ministry.
The PMB is responsible for managing and operating the opened segment in compliance with regulations, deploying adequate traffic management personnel, particularly at expressway entrances, and coordinating with road authorities and relevant agencies to promptly address any issues.
For the Hau Giang – Ca Mau segment, the PMB is tasked with directing related units to complete frontage roads and remaining components (intersections, connecting routes) to open the main route for traffic. Contractors are required to urgently mobilize sufficient equipment and labor to meet the set schedule.
Specifically, VNCN E&C and Hai Dang must increase financial resources to expedite asphalt concreting.
Contractors VNCN E&C, Thi Son, and Hai Dang must promptly deliver all traffic safety systems, fences, ITS cable pits, and lighting to the site; add work crews to complete road shoulders, concrete drains, slope reinforcement, and installation of medians, guardrails, and fences. This will ensure the main route’s completion and operation as planned.
Non-compliant Contractors to Be Excluded from Future Projects
The Ministry of Construction has instructed the My Thuan PMB to take strong measures against contractors that continue to delay, affecting the project’s completion schedule. These contractors will be evaluated for exclusion from future bids and projects managed by the Ministry of Construction.
Specialized departments within the Ministry are tasked with monitoring and evaluating the PMB’s and contractors’ performance. The Department of Construction Economics and Investment Management will oversee and address issues during implementation. The Vietnam Road Administration will intensify inspections, enforce regulations, guide the PMB in operation and maintenance, and urge investors to accelerate essential rest stop components for synchronized operation.
The Department of State Quality Inspection for Construction Works will proactively inspect the PMB’s acceptance process, collaborate with independent consultants on quality assessments, and guide the PMB in compiling acceptance dossiers to ensure the Hau Giang – Ca Mau segment’s main route is completed and operational as planned.
The Can Tho – Ca Mau Expressway spans 110.85 km on the main route and 25.85 km on connecting routes, passing through An Giang, Ca Mau, and Can Tho. Managed by the My Thuan PMB, the project is divided into two components: Can Tho – Hau Giang and Hau Giang – Ca Mau, with a total investment of over VND 27.5 trillion. Construction began on January 1, 2023.
Once fully operational, the Can Tho – Ca Mau Expressway will serve as a strategic connector, linking Ca Mau with major economic hubs such as Can Tho, Ho Chi Minh City, and the Mekong Delta region, enhancing regional connectivity and economic integration.
