This circular takes effect from June 30, 2026. The roadmap for implementing the National Technical Regulation on Emissions for Motorcycles and Scooters participating in road traffic follows the provisions of the Prime Minister.
Motorcycles will be subject to emission inspections
This regulation sets the limit values for emission parameters of motorcycles and scooters equipped with forced-induction engines participating in road traffic, including Carbon Monoxide (CO) and Hydrocarbons (HC).
This regulation applies to agencies, organizations, and individuals using motorcycles and scooters in road traffic, as well as those conducting emission inspections for these vehicles, and relevant state management agencies.
This regulation does not apply to motorcycles and scooters under the management of the Ministry of National Defense and the Ministry of Public Security.
The limit values are the maximum allowable levels for HC and CO emissions from motorcycles and scooters in road traffic, as specified in Section 2 (Technical Specifications) of this regulation, including: Level 1, Level 2, Level 3, and Level 4.
Emission inspections for motorcycles and scooters must be conducted by certified inspection facilities meeting the conditions stipulated by the law on road traffic order and safety.
When necessary, the method for measuring emissions from motorcycles and scooters in road traffic shall follow the National Technical Regulation on Emission Measurement Methods issued by the Ministry of Construction.
According to statistics from the Vietnam Register and the Ministry of Construction, there are currently over 70 million motorcycles and scooters in circulation nationwide. It is estimated that approximately 5,000 facilities are needed to meet the requirements for motorcycle emission inspections.
Motorcycles and Scooters to Undergo Emission Inspections
The Ministry of Agriculture and Environment has drafted and sought public input on the Prime Minister’s Decision outlining the roadmap for implementing the National Technical Regulation on Emissions for Motorcycles and Scooters in Vietnam.
The draft specifies the start dates for emission inspections of circulating motorcycles and scooters: From January 1, 2027, for vehicles in the two central cities of Hanoi and Ho Chi Minh City; from January 1, 2028, for vehicles in the remaining four central cities, including Hai Phong, Da Nang, Can Tho, and Hue. From January 1, 2030, for vehicles in other provinces and cities. Depending on actual conditions, these provinces and cities may set earlier deadlines.
Motorcycles and scooters entering the “low emission zone” of Hanoi, as defined by the Capital Law, must comply with the emission regulations outlined in the Resolution of the People’s Council.
