On the morning of January 9th, a delegation from the Ministry of Construction, led by Deputy Minister Le Anh Tuan, met with the People’s Committee of Bac Ninh Province to discuss expansion plans for the Hanoi – Bac Giang Expressway.
Currently, the Hanoi – Bac Giang Expressway spans over 45 km, featuring 16 interchanges and 5 bridges. However, the traffic volume exceeds the capacity of its 4 lanes, frequently causing congestion. During the meeting, delegates discussed investment plans, cross-sectional scale, frontage roads, parallel roads, and toll collection mechanisms.
The proposed solution is to expand the section from National Highway 31 (Bac Giang) to Phu Dong Bridge (Hanoi) into a 6-lane expressway, completing the interchange system, overpasses, and underpasses along the 45 km route. The investment will be phased, involving state capital if revenue recovery is not guaranteed. Initially, open toll collection will be implemented, with closed toll systems introduced when conditions allow.
At the meeting, Bac Ninh Provincial Party Secretary Nguyen Hong Thai emphasized that Bac Ninh is ready to collaborate with investors. However, project implementation should aim to enhance the province’s competitive advantage.
Hanoi – Bac Giang Expressway.
Mr. Thai suggested a comprehensive evaluation of key economic indicators such as investment attraction, budget revenue growth, and export promotion to ensure project effectiveness. The Ministry of Construction should review the national transportation system, particularly the completion of Ring Road IV, Ring Road V, and expressways.
Bac Ninh Province Chairman Pham Hoang Son urged the Ministry of Construction to support the 6-lane expansion plan, deeming it suitable for the current phase. Long-term planning aims for 8 lanes, with implementation in subsequent stages. Bac Ninh will develop parallel roads alongside the expressway.
Deputy Minister Le Anh Tuan stated that the Ministry would consider Bac Ninh’s 6-lane proposal for the initial phase and evaluate open toll mechanisms, with the provincial government overseeing the project. For the Ninh Hiep to Phu Dong Bridge section, the Ministry will coordinate with Hanoi City. Once parallel roads are completed, further expansion to 8 lanes will be assessed.
Mr. Tuan requested Bac Ninh to ensure synchronized planning for future closed toll systems and the full 8-lane expansion of the Hanoi – Bac Giang Expressway.
