Recently, the Ministry of Construction has approved an extension for the implementation timeline of several construction packages under the National Highway 14E upgrade project in Da Nang City.
Specifically, packages XD01, XD02, and XD03 have been rescheduled for completion by October 2026, instead of the initially planned 2025. For packages XD04 and XD05, the Ministry of Construction has instructed the investor to review and decide on extensions in accordance with legal regulations, ensuring compliance with the overall timeline and approved investment limits.

Delayed land clearance at multiple sites has impacted project progress.
In a report to the Ministry of Construction, the investor, Project Management Unit 4 (under the Vietnam Road Administration), cited land clearance issues and adverse weather conditions as the primary causes of delays. To date, local authorities have handed over more than 70 km of land, achieving 98.53% of the total route length, though some sections remain incomplete.
Specifically, the segment from Km 15+270 to Km 19+400 still has 26 households and 11 medium-voltage power poles awaiting relocation; the segment from Km 32+733 to Km 43+804 is delayed by 4 households, with land clearance expected to finish by January 31, 2026.
Additionally, in 2025, the construction area experienced unusually severe weather, with higher-than-average rainfall and prolonged periods of rain. Notably, storms in October and November caused landslides at multiple locations, directly affecting the construction timeline of the packages.
The National Highway 14E upgrade project spans nearly 71 km, commenced in March 2023, with a total investment of approximately VND 1.85 trillion. Initially planned for completion in 22 months by early 2025, the project has faced extended construction periods, leading to frustration among residents along the route.
Over time, leaders of the former Quang Nam Province and Da Nang City have intensified efforts to expedite land clearance. Previously, the Ministry of Transport also urged the Vietnam Road Administration and Project Management Unit 4 to mobilize resources and accelerate progress.
As the 2026 Lunar New Year approaches, marking the third year residents have endured construction sites, deteriorating roads, and heightened traffic safety risks, the situation remains challenging.
Why the Ministry of Construction Extends Deadlines for Multiple Projects
Several key transportation and infrastructure projects are facing delays in meeting their year-end deadlines due to challenges in land clearance and legal inconsistencies in budget allocation mechanisms. As a result, the Ministry of Construction has been compelled to extend their completion timelines by several years.
Pilot Lane Separation and Speed Limits on the Phan Thiet – Dau Giay Expressway
Starting October 27th, Vietnam’s Directorate for Roads will pilot a lane separation and speed adjustment scheme on the Phan Thiet – Dau Giay Expressway. Under this plan, heavy trucks exceeding 7.5 tons and passenger buses with more than 29 seats will be prohibited from using lane 1, the lane closest to the central median strip.
