This afternoon (January 9th), Prime Minister Pham Minh Chinh received Yan Jiehe, founder of
Pacific Construction Group, a leading Chinese enterprise in investment, construction, operation, and infrastructure management.
During the meeting, the Prime Minister commended the group’s participation in key projects in Hanoi as a contractor. He also welcomed the group’s proposals to engage in major infrastructure projects in Vietnam in the near future.
The Prime Minister encouraged the group to increase investment in Vietnam, collaborate with Vietnamese businesses, and deliver specific projects and products that involve technology transfer. These efforts should contribute to Vietnam’s socio-economic development and strengthen the already robust bilateral relationship, benefiting both nations.
Notably, the Prime Minister urged Pacific Construction Group to explore further involvement in Vietnamese projects to more effectively utilize development opportunities, including the metro line connecting Tan Son Nhat and Long Thanh airports.
Leading Chinese Group Eyes Major Infrastructure Projects in Vietnam

Reporting to the Prime Minister, Yan Jiehe stated that
Pacific Construction Group has won bids for and is executing three major projects in Hanoi: the Tu Lien Bridge and its approach roads, starting on May 19, 2025; the Ngoc Hoi Bridge and its approach roads, starting on August 19, 2025; and the Hanoi Metro Line 5 (Van Cao – Hoa Lac), starting on December 19, 2025.
Yan Jiehe briefed the Prime Minister on the progress of these projects and outlined the group’s future cooperation plans in Vietnam.
The leadership of Pacific Construction Group expressed a strong desire to participate in large-scale infrastructure projects, continuing long-term cooperation in Vietnam as directed by the Prime Minister. This includes collaborating with Vietnam Railways on railway industrial complexes and metro projects in Hanoi and Ho Chi Minh City, as well as urban infrastructure projects in Hanoi.
Three Projects Totaling Over 100 Trillion VND in Hanoi
Pacific Construction Group has secured bids for and is implementing three major projects in Hanoi,
with a total investment of over 100 trillion VND.
The first is the
Tu Lien Bridge and its approach roads project, which began on May 19, 2025. The bridge will be located between Nhat Tan and Long Bien bridges, connecting Tay Ho District with the former Dong Anh District (now Tay Ho Ward and Dong Anh Commune). With an investment of approximately 20 trillion VND, it is expected to become a new symbol of Hanoi.
In reality, the Tu Lien Bridge and its approach roads project is a Group A project. The starting point connects to Nghi Tam Road in Tay Ho Ward, and the endpoint intersects with Truong Sa Road in Dong Anh Commune. After more than seven months of construction, several initial components of the project have begun to take shape.
Tu Lien Bridge is expected to be completed in 2027.
The project is slated for completion in 2027. Once operational, it is anticipated to alleviate traffic congestion, boost economic development, and enhance the quality of life for Hanoi residents.
The second project is the
Ngoc Hoi Bridge and its approach roads, which commenced on August 19, 2025. This is one of ten critical infrastructure projects in Hanoi, launched to celebrate the 80th anniversary of Vietnam’s National Day (September 2, 1945 – September 2, 2025).
With an investment of approximately 10.198 trillion VND, the Ngoc Hoi Bridge and its approach roads will improve traffic connectivity across the Red River, promote urban development in the area, and support population decentralization, reducing traffic pressure in the city center. Additionally, the project will ease congestion on the Chuong Duong, Long Bien, Nhat Tan, Thang Long, and Vinh Tuy bridges.
Beyond enhancing regional connectivity between Hanoi and Hung Yen Province, the Ngoc Hoi Bridge will serve as a symbolic landmark, fostering eco-tourism development and strengthening economic and cultural exchanges between the two provinces.
The third project is the
Hanoi Metro Line 5 (Van Cao – Hoa Lac), which began on December 19, 2025. According to the Hanoi Metropolitan Railway Management Board (MRB),
the project has a total investment of 72.3 trillion VND, funded by the state budget and EPC contractor capital.
The line spans 39.585 km, including 6.56 km underground, 5.21 km elevated, and 27.815 km at ground level, with 20 stations (6 underground, 12 at ground level, and 2 elevated, including 8 transfer stations). The line starts at the intersection of Van Cao and Hoang Hoa Tham streets and ends at Station S20 in Hoa Lac and Yen Xuan communes. The underground section runs within the Ring Road 3, transitioning to an elevated and above-ground route along the Thang Long Avenue.
This metro line is envisioned as the backbone of the western region, connecting the Ba Dinh political and administrative center with the Hoa Lac satellite city. It aims to reduce traffic congestion, drive economic and social development, and establish a modern, multi-polar urban structure.

The Prime Minister has announced the allocation of over 995 trillion VND in public investment capital from the state budget to ministries and central agencies. To ensure maximum impact, the Prime Minister has urged expedited disbursement and accelerated allocation of public investment funds starting early 2026. Strong leadership and guidance are emphasized to achieve a 100% disbursement rate, ultimately contributing to double-digit growth in 2026.
Prime Minister Pham Minh Chinh: Termination of Ninh Thuan 2 Nuclear Power Agreement with Japanese Partner, Land Clearance to Commence in January 2026
At the 4th meeting of the National Steering Committee, Prime Minister Pham Minh Chinh directed the Ministry of Industry and Trade to finalize the termination of the Ninh Thuan 2 Nuclear Power Plant construction agreement with the Japanese partner. Additionally, he tasked Khanh Hoa Province with completing preparations for the resettlement fund disbursement by January 2026.
