Encouraging Metro and Bus Commutes to Ho Chi Minh City’s Public Administrative Center

The Ho Chi Minh City People’s Committee recognizes that this initiative will significantly alleviate traffic congestion, reduce environmental pollution, and ensure public order and traffic safety.

The Ho Chi Minh City People’s Committee has announced measures to ensure the efficient reception, transfer, and delivery of administrative procedure results via Public Postal Services. Citizens and organizations are encouraged to use public transportation when visiting the HCMC Administrative Service Center.

City authorities mandate that agencies coordinate the receipt, transfer, and delivery of administrative files between the HCMC Administrative Service Center (the Center) and relevant departments. Morning submissions at the Center/departments are accepted at 8 AM and dispatched by 10 AM. Afternoon submissions are accepted at 2 PM and dispatched by 3 PM.

This process must meet committed timelines, with proactive routing to prevent delays in file transfers between the Center (serving HCMC, Binh Duong, and Ba Ria-Vung Tau) and related departments. Secure handling of documents is mandatory, including regular audits to prevent loss.

To reduce traffic congestion and environmental impact, citizens are encouraged to use public transit (buses, metro, ride-hailing services) when visiting the Center, especially at 43 Nguyen Van Ba Street, Thu Duc District. Private vehicle users must comply with parking regulations.

The HCMC Administrative Service Center coordinates with Saigon Central Post Office for timely, secure file transfers. Regional centers in Binh Duong and Ba Ria-Vung Tau collaborate with local postal services, with HCMC covering inter-center transport costs.

For home delivery of administrative results, citizens can use postal services at their expense. The Center ensures seamless coordination across all touchpoints.
