The Hanoi People’s Committee has issued a decision allowing Eresson Electro-Mechanical Refrigeration Joint Stock Company to convert the land use purpose of 4,950 m² at 9 Pham Hung Road, Cau Giay District, for the development of a mixed-use building comprising offices, commercial services, apartments, and a hotel.
Accordingly, the Hanoi People’s Committee permits Eresson Electro-Mechanical Refrigeration Joint Stock Company to rezone 4,950 m² of land at 9 Pham Hung Road, Cau Giay District, Hanoi (currently managed by the company under Land Use Rights Certificate No. L 117597 issued by the Hanoi People’s Committee on May 19, 2000). The land will transition from “office headquarters and transaction offices” to the construction of a mixed-use building featuring offices, commercial services, residential apartments (commercial housing), and a hotel.

The conversion is executed in accordance with the investment policy approval and investor confirmation granted by the city in November 2025.
The land’s boundaries are defined by points A, B, C, and D on the 1/500-scale master plan drawing prepared by TTA Partners Architecture and Construction Company and verified by the Department of Architecture and Planning. The land is allocated by the State with payment for land use rights. The land use term is 50 years from the decision date, while homebuyers will enjoy perpetual land use rights.
The Hanoi People’s Committee holds Eresson Electro-Mechanical Refrigeration Joint Stock Company fully accountable for the accuracy and legality of all information, data, and documents submitted with the land use conversion application. The company must coordinate with the Department of Agriculture and Environment, Hanoi Tax Department, and Hanoi Land Registration Office to complete related procedures.
Strategically located on Ring Road 3, the 9 Pham Hung Road site faces the Hanoi Museum and is surrounded by prominent residential and commercial complexes such as Vinhomes Westpoint, Keangnam Landmark 72, and D’Capitale Tran Duy Hung.
According to the List of Pilot Project Sites in Hanoi under Resolution No. 171, approved by the Hanoi People’s Council in July 2025, the 9 Pham Hung Road project has an estimated investment of 220 billion VND, with implementation scheduled from 2025 to 2028.
