The Hai Phong Department of Industry and Trade has issued an official dispatch to supermarkets and trading establishments within the city regarding the case of over 130 tons of African swine fever-infected pork found in the cold storage of Ha Long Canned Food Joint Stock Company, located at 71 Le Lai, Hai Phong City.
To safeguard consumer rights, the Hai Phong Department of Industry and Trade urges all supermarkets and trading establishments in the city to actively collaborate with suppliers. This includes reviewing legal documents, certificates of origin, and product quality to ensure compliance with regulations.
Establishments are required to inspect and identify products that have been banned from circulation or recalled, as officially announced by competent authorities.
Proactively monitor updates from mass media to promptly inspect and review products within the distribution system. This helps mitigate risks and prevents the sale of goods with unclear origins or substandard quality.
Numerous Ha Long Canned Food JSC products remained on shelves at convenience stores in Hai Phong as of January 8th.
As reported by Tien Phong, on the afternoon of January 9th, the Hai Phong People’s Procuracy approved the emergency detention order issued by the Hai Phong Police Investigation Agency against Truong Sy Toan, CEO of Ha Long Canned Food JSC, and three quality control subordinates.
Specifically, the Hai Phong Police Investigation Agency executed an emergency arrest warrant for Mr. Truong Sy Toan (born in 1969, residing in Ha Lam Ward, Quang Ninh Province), CEO of Ha Long Canned Food JSC.
Mr. Toan’s arrest is linked to his management and operational involvement in the case of over 130 tons of African swine fever-infected pork collected and stored in cold storage facilities.
The Hai Phong Police Investigation Agency also arrested three individuals employed at Ha Long Canned Food JSC: Pham Thi Thuy Lan (born in 1980, Deputy Head of Quality Control), Bui Thi Thoan (born in 1979), and Lai Thi Thanh Huong (born in 1974, Quality Control Department staff).
These three individuals were found to be involved in inspecting and assessing pork quality prior to storage and production at Ha Long Canned Food JSC.

Hai Phong Police, in collaboration with inter-agency forces, supervised the destruction of over 160 tons of meat and processed products testing positive for African swine fever virus in Ha Long Canned Food JSC’s cold storage.
Inspections revealed 132.3 tons of pork supplied by Bui Duc Trong (born in 1979, Ngo Quyen Ward) who purchased it from Le Ba Doanh (born in 1977, An Bien Ward) and Trinh Viet Ha (born in 1991, Ha Bac Commune) and sold it to Ha Long Canned Food JSC.
Additionally, over 4,140 kg of spring rolls and 3,280 kg of special spring rolls made from pork supplied by Bui Duc Trong to Ha Long Canned Food JSC also tested positive for African swine fever virus.
Inter-agency forces also identified products in the company’s cold storage contaminated with Salmonella spp, including: 1.36 tons of frozen pigskin supplied by Bui Duc Trong, 8.2 tons of imported frozen chicken skin, and 6 tons of imported frozen ground chicken.
Over 13,900 canned products manufactured by Ha Long Canned Food JSC using African swine fever-infected pork supplied by Bui Duc Trong were destroyed. This included 6,440 cans of 90g “paté cá»™t đèn” produced on September 6, 2025, and 7,511 cans of 150g “paté cá»™t đèn.”
