On the afternoon of January 11th, in a conversation with Người Lao Động newspaper, Mr. Cao Nhật Huy, Deputy Production Director of Halong Canfoco, announced that the Board of Directors had decided to temporarily halt production at the Halong Canned Food Factory in Hai Phong for 14 days. During this period, Mr. Huy will assume interim management responsibilities.
Halong Canned Food Factory in Hai Phong to suspend operations from January 12, 2026
The Board of Directors has appointed Mr. Cao Nhật Huy, Deputy Production Director, to oversee the interim management of the Halong Canned Food Factory in Hai Phong.
According to Mr. Huy, on January 10th, the Board of Directors of Halong Canfoco unanimously approved a temporary suspension of production at the factory. The suspension is expected to last up to 14 days, starting from January 12th.
The duration of the suspension may be extended or adjusted based on actual developments, with further decisions to be made by the Board of Directors.
Additionally, the Board has tasked Mr. Huy with collaborating with the Human Resources Department to develop and implement a plan for employee arrangements during the suspension. He is also responsible for providing regular and timely reports to the Board regarding personnel and labor matters throughout this period.
Mr. Huy has been granted the authority to manage daily operations as necessary to ensure stability and compliance with legal regulations.
This interim management authority will remain in effect until the Board of Directors issues a new decision.
As previously reported by Người Lao Động, on January 10th, the Hai Phong Police Department’s Investigation Agency issued an emergency arrest warrant for Trương Sỹ Toàn (born in 1969, residing in Hà Lầm Ward, Quang Ninh Province), the CEO of Halong Canfoco. Mr. Toàn is directly implicated in the management and operations related to the case involving a large quantity of diseased pork collected and stored in the company’s cold storage facilities.
On the same day, the Investigation Agency also arrested three individuals: Phạm Thị Thúy Lan (born in 1980, Deputy Head of Quality Management), Bùi Thị Thoan (born in 1979, employee responsible for overseeing raw material quality checks), and Lại Thị Thanh Hương (born in 1974, employee in the Quality Management Department’s input section). These individuals are alleged to have played roles in inspecting and evaluating the quality of pork before it was stored and processed.
According to the Hai Phong Police Department, on September 8, 2025, the Department of Investigation for Corruption, Economic, and Smuggling Crimes detected two vehicles and apprehended Lê Bá Doanh (born in 1977, residing at 12/48 Tôn Đức Thắng, An Biên Ward, Hai Phong) and Trịnh Hà Việt (born in 1991, residing in Thiện Trang Village, Hà Nam Commune, Hai Phong). They were found transporting and selling 1,274.5 kg of slaughtered pork with a foul odor, of unknown origin, and testing positive for African Swine Fever virus from affected areas to food processing companies in the region for consumption.
Test results confirmed that the pork samples from the vehicles of Lê Bá Doanh and Trịnh Hà Việt, as well as those from Halong Canfoco’s cold storage, were positive for African Swine Fever virus.
During an emergency search of Halong Canfoco’s premises and warehouses, the Hai Phong Police Department sealed four storage facilities containing approximately 130 tons of frozen pork.
On September 12, 2025, the Investigation Agency of the Hai Phong Police Department initiated a case for “Violation of Food Safety Regulations.”
By December 24, 2025, the Investigation Agency had charged nine individuals: Bùi Đức Trọng (born in 1979, residing in Ngô Quyền Ward, Hai Phong); Lê Bá Doanh (born in 1977, residing in An Biên Ward, Hai Phong); Nguyễn Thị Tuyến (born in 1980, residing in Mỹ Hào Ward, Hưng Yên Province); Nguyễn Thị Lan (born in 1977, residing in Đông Hưng Commune, Hưng Yên Province); Đinh Thị Nghị (born in 1982, residing in Thần Khê Commune, Hưng Yên Province); Nguyễn Bình Loan (born in 1968, residing in Thần Khê Commune, Hưng Yên Province); Phạm Xuân Toan (born in 1975, residing in Thần Khê Commune, Hưng Yên Province); Nguyễn Gia Đạt (born in 1971, residing in Bắc Tiên Hưng Commune, Hưng Yên Province); and Trịnh Hà Việt (born in 1991, residing in Hà Nam Commune, Hai Phong). They were charged under Article 317, Clause 4, of the Penal Code for supplying and trading food derived from sick or deceased pigs affected by African Swine Fever.
