Hanoi Grants Approval for Mixed-Use High-Rise Development at 9 Pham Hung

Hanoi has granted permission to Eresson Electromechanical JSC to rezone 4,950 square meters of land at 9 Pham Hung Street, Cau Giay District, for the development of a mixed-use building. This project will encompass office spaces, commercial services, residential apartments, and a hotel.

Deputy Chairman of the Hanoi People’s Committee, Truong Viet Dung, has signed Decision No. 61/QD-UBND, approving Eresson Electro-Mechanical Refrigeration JSC’s request to rezone land at 9 Pham Hung Street, Cau Giay District, for the development of a mixed-use building comprising offices, commercial services, apartments, and a hotel.

According to the decision, the Hanoi People’s Committee permits Eresson Electro-Mechanical Refrigeration JSC to rezone 4,950 square meters of land from “office and transaction headquarters” to “construction of a mixed-use building for offices, commercial services, apartments (commercial housing), and a hotel.”

This land area is currently managed and utilized by the company under Land Use Rights Certificate No. L 117597, issued by the Hanoi People’s Committee on May 19, 2000.

The rezoning is in accordance with Decision No. 5429/QD-UBND dated November 3, 2025, which approves the investment policy and investor for the project, and Decision No. 63/QD-ERS dated November 6, 2025, by Eresson Electro-Mechanical Refrigeration JSC, endorsing the investment in the Mixed-Use Building Project for offices, commercial services, apartments, and a hotel.

The land’s boundaries are defined by markers A, B, C, and D on the 1/500 scale master plan drawing prepared by TTA Partners Architecture and Construction JSC, as verified by the Department of Planning and Architecture.

The land use type is state-allocated land with land use fees. The land use term is 50 years from the decision date, with permanent land use rights for homebuyers.

The Hanoi People’s Committee holds Eresson Electro-Mechanical Refrigeration JSC fully accountable for the accuracy and legality of all information, data, and documents submitted with the land rezoning application.

Additionally, the company is responsible for coordinating with the Department of Agriculture and Environment, Hanoi Tax Department, and Hanoi Land Registration Office to complete related procedures as required.

According to the list of pilot project sites in Hanoi under Resolution No. 171, approved by the Hanoi People’s Council in July 2025, the 9 Pham Hung site has a total investment of approximately VND 220 billion, with construction scheduled from 2025 to 2028.

The site is strategically located on Ring Road 3, opposite the Hanoi Museum, and near major residential and commercial complexes such as Vinhomes Westpoint, Keangnam Landmark 72, and D’Capitale Tran Duy Hung.

Eresson Electro-Mechanical Refrigeration JSC, established in November 2005, primarily engages in real estate trading, land use rights, and leasing. Mr. Truong Lam (born 1953) serves as Chairman of the Board and Legal Representative. The company’s charter capital was initially VND 200 billion, increased to VND 350 billion in December 2018, and further to VND 450 billion in October 2019. As of June 2025, the charter capital was raised to VND 680 billion.

Mr. Truong Lam also serves as the legal representative for several other companies, including Thanh Hoa Construction Corporation JSC, Investment Equipment and Printing JSC, Thanh Hoa Construction Design Consulting JSC, An Viet Commercial Development Investment JSC, and Nga Son Investment and Trading LLC.
