On January 9th, Can Tho City Police announced the discovery and dismantling of a large-scale counterfeit perfume production and distribution ring. The operation, led by the Can Tho City Police Department’s Division of Investigation for Corruption, Economic Crimes, Smuggling, and Environmental Crimes, in collaboration with the Thanh An Commune Police and the Market Management Team No. 4 (under the Can Tho City Market Management Department), involved the emergency search of three locations in Phuong Quoi A Hamlet, Thanh An Commune, Can Tho. These sites were identified as hubs for the manufacturing, storage, and distribution of counterfeit perfumes orchestrated by L.V.H. (born in 1973) and his wife, V.T.T. (born in 1985).

Colonel Bui Duc An, Deputy Director of Can Tho City Police and Head of the Investigation Agency, personally oversaw the operation. The search yielded over 1,200 bottles and boxes of counterfeit perfumes bearing renowned brands such as Allure, Acqua Di Giò, Coco Chanel, Dior, and Le Labo; more than 130 liters of pre-mixed perfume; 646 kg of branded perfume packaging; over 12,400 empty bottles; more than 18,000 labels of various types; and 4 specialized machines used for mixing and producing counterfeit perfumes.
During questioning, H. and T. admitted to establishing HALOVA LLC in 2018 under the guise of legitimate perfume production. However, since 2020, the couple had been concurrently manufacturing both their branded perfumes and counterfeit versions of famous international brands, distributing them for illicit profit.
H. confessed to sourcing all raw materials, bottles, labels, and fragrances from Kim Bien Market in Ho Chi Minh City and through online platforms. They then rented a facility in Ba Ria City (formerly part of Ba Ria – Vung Tau Province) for production.
To evade detection by authorities, the couple transported finished products, bottles, and packaging to three storage locations—their residence and relatives’ homes in Thanh An Commune. These sites were also equipped with machinery to continue production and distribution of counterfeit perfumes.
