The 250 Billion VND Project: A Premature Demise on the Path to Sacred Acupoints

Le Quang Quyen, Deputy Chief of the Thanh Hoa Provincial People’s Committee Office, has issued a document to relevant departments, conveying the directives of Deputy Chairman Cao Van Cuong regarding the delayed APG – Plaza Co Dinh Commercial and Event Center project in Tan Ninh Commune, Thanh Hoa Province. The project, valued at 250 billion VND, has been stalled for years despite its prime location along the main road leading to the sacred Nu Mountain.

In the document, Deputy Chairman Cao Van Cuong tasked the Department of Finance with coordinating relevant departments to review and clarify issues as directed by the Provincial People’s Committee Chairman. This aims to resolve outstanding obstacles, enabling land handover, planning, and utilization.

According to Nguoi Lao Dong Newspaper, in July 2018, the Chairman of the Thanh Hoa Provincial People’s Committee approved the investment policy for the APG – Plaza Co Dinh Commercial and Event Center project, developed by Anh Phuong Sai Gon Joint Stock Company.

Several components were initiated but left abandoned for years.

In 2019, the Thanh Hoa Provincial People’s Committee leased over 2.8 hectares of land in Nu Town, Trieu Son District (now Tan Ninh Commune) to the developer for the project.

The project includes two 9-story 4-star hotels, a 5-story event center, a 3-story office building, five outdoor “VIP” dining areas, an outdoor swimming pool, and a 5-story commercial center, with a total investment of approximately 250 billion VND.

Incomplete structures are overgrown with weeds and trees.

Construction began in Q1 2019, with completion scheduled for Q1 2022. However, only a few components, including a 2-story rough construction, were completed before the project was abandoned for years.

Currently, the site has become overgrown with acacia trees and tall grass, covering nearly the entire area. Many structures are deteriorating. Notably, the project is located near the main road to the sacred Nu Mountain.

The Thanh Hoa Provincial People’s Committee has decided to reclaim the project, but the land has not yet been handed over to the state due to unresolved issues.

Given the situation, Thanh Hoa Province has repeatedly urged Anh Phuong Sai Gon Joint Stock Company to accelerate progress. However, with no advancement, the Provincial People’s Committee issued a decision to reclaim the project, assigning the Thanh Hoa Land Fund Development Center to manage it.

To expedite land use, the Provincial People’s Committee is requiring relevant departments to finalize issues related to land rent and asset valuation upon project reclamation, with a deadline of January 30, 2026.
