Minister of Public Security, General Luong Tam Quang, along with a working delegation, held a meeting with Bac Ninh Province on January 9th to discuss key aspects of the Gia Binh International Airport project.
Reporting on the progress of the Gia Binh International Airport investment and construction project, Bac Ninh Province’s leadership highlighted significant advancements in land clearance. Local authorities are concurrently implementing resettlement projects to support affected communities.
Regarding related projects, such as the direct road connection to Gia Binh International Airport, Bac Ninh Province anticipates final approval by January 20, 2026. The land clearance infrastructure project for the airport is expected to be approved in February 2026. The road linking Gia Binh Airport to Hanoi is projected to receive final approval by January 25, 2026.
The province aims to complete all land clearance activities for Phase 1 and hand over the cleared land to investors in time for runway construction and APEC-related facilities, ensuring adherence to the scheduled timeline.

During the meeting, Minister Luong Tam Quang urged Masterise Group, the proposed investor, to allocate resources efficiently to expedite construction for the APEC 2027 phase. He emphasized close collaboration with the Ministry of Public Security’s units to swiftly finalize the investment plan for airport operational safety infrastructure.
Additionally, the Minister called on the Bac Ninh Provincial Party Committee to prioritize key transportation projects, including direct airport connections and the link between Gia Binh Airport and Hanoi. “The Gia Binh International Airport project is not merely about building an airport but creating an airport city ecosystem that elevates Vietnam’s supply chain and regional competitiveness,” the Minister stressed.
A National Priority Project with Global Significance
On December 11, 2025, the National Assembly approved the investment resolution for the Gia Binh International Airport project, aiming for a 5-star international airport rating among the world’s top 10.
The total investment is set at approximately VND 196,378 billion. Phase 1 (2025–2030) requires VND 141,230 billion, and Phase 2 (2031–2050) needs VND 55,140 billion. The project’s operational period spans 70 years, with investor selection governed by Government Resolution No. 03/2025 on special mechanisms for the airport’s development.
Spanning 1,960 hectares across Gia Binh, Luong Tai, Nhan Thang, and Lam Thao communes in Bac Ninh Province, the airport is strategically located 40 km from Hanoi’s center, 43 km from Noi Bai Airport, and 80 km from Cat Bi Airport (Hai Phong).

The airport’s master plan includes an expressway link to Hanoi and Hai Phong, along with an urban rail station at the passenger terminal for national rail integration and direct metro connectivity to the capital.
As a nationally critical project with international stature, Gia Binh Airport plays a pivotal role in Vietnam’s comprehensive airport system. It serves as a dual-use strategic airport for the Capital Region, fostering development and establishing Bac Ninh and northern provinces as a new growth hub.
The project supports dual-use operations, ensuring national defense, security, and diplomatic event readiness, including the 2027 APEC Summit.
