“Vietnam’s Third Mega-City Prepares to Reclaim Over 1,500 Hectares for 118 Major Projects”

In 2026, Hai Phong will reclaim land to implement 118 projects, including 32 urban and residential developments. Among these are several large-scale initiatives spanning multiple wards and communes.

The Hai Phong City People’s Council has approved the list of projects and constructions requiring land reclamation in 2026, totaling 118 projects covering over 1,842 hectares. Of this, more than 330 hectares do not require reclamation, while over 1,509 hectares will be reclaimed, according to Hai Phong News.

Among the 118 land areas designated for reclamation in Hai Phong in 2026, 32 are urban and residential projects. Notably, three urban projects span multiple wards. The Duong Kinh – Kien An Urban Area project in Duong Kinh and Kien An districts covers 86.1 hectares, with 75.9 hectares in Hung Dao Ward and 10.2 hectares in Kien An Ward. This project was included in the 2025-2026 bidding list by the Hai Phong City People’s Council in January 2025.

Similarly, the Viet Hoa – Thanh Binh Urban Area project in western Hai Phong requires 18.28 hectares of land across Viet Hoa, Thanh Dong, and Le Thanh Nghi wards. Developed by Quang Giap Group, it is one of several western projects, including the Thanh Cong Eco-Urban Area (Phase 2), which spans 74.76 hectares, with 40.75 hectares earmarked for reclamation in Kinh Mon and Tran Luu wards.

In An Truong Commune, eastern Hai Phong, two housing projects are planned: the Truong Tho New Urban Area (62.5 hectares) and the Truong Tho New Rural Residential Area (9.8 hectares). An Lao Commune hosts three urban projects: the An Tien Social Housing project (9.8 hectares), the An Lao New Urban Area (34.22 hectares), and the An Tien – An Thang New Urban Area (22.65 hectares).

The VSIP Hai Phong Industrial-Service Urban Area in Nam Trieu Ward requires 51.8 hectares, while the Minh Duc Urban Area in Nam Do Son Ward covers 77.48 hectares, with 63.9 hectares designated for reclamation. The Dong Chin Rural Residential project in Vinh Bao Commune will reclaim 9.91 hectares.

In Thach Khoi Ward, the Phu Quy (GoldenLand) Urban Area Phase 1 spans 50.54 hectares, with only 4.68 hectares requiring reclamation. The Xuan Duong New Urban Area in Tu Minh Ward will reclaim 30.65 hectares, approved for land use fee collection in 2026. The Gia Loc Northeast Residential and Service Development project in Gia Loc Commune will reclaim 34.2 hectares, and the Chi Linh Eco-Urban Area in Chu Van An Ward will reclaim 55.38 hectares, developed by Contrexim.

Mao Dien Commune hosts four urban projects: the North National Highway 5 Residential Area (8.24 hectares), Cam Dien Commercial Residential Area (10.64 hectares), Nam Tan Truong Commercial Residential Area (13.58 hectares), and Dong Sau Quan New Residential Area (9.85 hectares).

Additional smaller-scale projects are planned in Lai Khe, Kim Thanh, Bac An Phu, An Phu, Ha Bac, Cam Giang, Tu Ky, Dai Son, Yet Kieu, and Thanh Mien communes, with reclamation areas ranging from a few thousand square meters to several hectares.

Industrial cluster projects include the An Tho – Chien Thang Cluster in An Hung Commune (60.2 hectares), the Quyet Tien Cluster in Tien Lang Commune (75 hectares), and the Nam Am Cluster in Vinh Am Commune (40 hectares).

Transportation projects include the East-West Axis Road in Kim Thanh District, with 17.43 hectares reclaimed in Lai Khe Commune for the National Highway 5 overpass connection.

In 2026, Hai Phong will also reclaim land to expand cemeteries, facilitating the Lao Cai – Hanoi – Hai Phong high-speed railway construction.
