The residential project in My Hanh Bac Commune, Duc Hoa District, Long An Province (now relocated to Duc Lap Commune, Tay Ninh Province) spans over 214.9 hectares with a total investment of more than VND 11,222 billion. Specifically, the preliminary project implementation cost is approximately VND 7,030 billion, while compensation, support, and resettlement expenses amount to nearly VND 4,193 billion.
The investor’s capital includes over VND 1,683 billion in cash, with the remainder sourced through mobilization. Truong Son Real Estate contributes 85% of the cash investment, equivalent to nearly VND 1,431 billion, while Him Lam contributes 15%, or VND 253 billion.
The project is scheduled to commence in Q4 2024 and conclude in Q4 2030, with a 50-year operational period.
In June 2024, the Long An Provincial People’s Committee approved the investment policy, designating Truong Son Real Estate JSC (primary investor) and Him Lam JSC (secondary investor) as project developers. Subsequently, in November 2025, the Duc Lap Commune People’s Committee in Tay Ninh Province approved the detailed 1/500 planning. Truong Son Real Estate is authorized to handle all legal, investment, and environmental procedures for the project.
The project anticipates a population of 30,629 residents. It includes 1,485 adjacent townhouses covering over 15.9 hectares, each 4 stories high with a total floor area of 59.9 hectares. The remaining 5,230 adjacent land plots will be transferred to residents for construction.
The project features 46 fully-finished villas with a total area of 8,101 square meters, each 4 stories high and totaling 18,956 square meters of floor space. The remaining 252 villa land plots will be transferred to residents for construction. Additionally, there are 5 social housing plots spanning over 16.4 hectares, each 9 stories high with a total floor area of nearly 20.2 hectares. The project also includes commercial services, cultural facilities, healthcare, and educational institutions.

The project is bordered by the T2 canal to the east, adjacent to the Xuyen A Industrial Zone; vacant land to the west; Provincial Road 823B to the south; and a boundary canal to the north. According to the developer, the majority of the land (189.5 hectares, or over 88%) is currently unused and overgrown with wild cajeput trees, which have minimal agricultural or forestry value. This facilitates the land-use conversion process without impacting local livelihoods.
Truong Son Real Estate, formerly known as Him Lam Land, was previously responsible for the real estate division of Him Lam JSC. The company now operates under its current name with a charter capital of VND 1.7 trillion, led by Mr. Nguyen Ngoc Thuy as CEO.
