The Ministry of Construction has announced the appointment of the Thang Long Project Management Board (Thang Long Board) as the lead investor for the North-South High-Speed Railway Project. This decision replaces the Railway Project Management Board (under the Ministry of Construction), which had previously overseen the project’s preparatory work.
According to the directive, the Thang Long Board is tasked with preparing the feasibility study report for the North-South High-Speed Railway Project. They will be fully accountable for the project’s quality, timeline, and cost-effectiveness.
Additionally, the Thang Long Board is responsible for collaborating with relevant agencies and organizations to receive all prior research findings. This ensures maximum utilization of existing data during the study and reporting process.

Following the handover to the Thang Long Board, the Railway Project Management Board must finalize necessary procedures and sign the contract with the contractor for Package VT-01 (Project Management Consulting for the Preparatory Phase of the North-South High-Speed Railway). Upon completion, all related content will be transferred to the Thang Long Board for continued execution.
The Ministry of Construction mandates a seamless transition between the two boards to prevent disruptions in project preparation. All records, documents, and research outcomes must be thoroughly reviewed and transferred to avoid resource and time wastage.
The Thang Long Project Management Board, a subsidiary of the Ministry of Construction, has previously led several critical infrastructure projects. These include components of the North-South Expressway (2016-2025), Hanoi’s Ring Road 3, and the upgrade of the Phap Van-Cau Gie Expressway. Currently, the Board oversees the expansion and upgrade of Noi Bai International Airport.
The North-South High-Speed Railway Project has an estimated preliminary investment of approximately $67 billion (roughly 1.7 million billion VND). Spanning 1,541 kilometers, the route begins at Ngoc Hoi Station (Hanoi) and ends at Thu Thiem Station (Ho Chi Minh City), passing through 20 provinces and cities, later consolidated into 15 administrative units.
The planned route includes 23 stations, with 5 dedicated to freight. The project is divided into multiple phases. The government plans to commence construction on the Hanoi-Vinh and Ho Chi Minh City-Nha Trang segments in 2026. Remaining sections are expected to start in 2028, with substantial completion targeted for 2035.
In a statement to Tien Phong on January 12th, a senior representative from the Thang Long Board confirmed ongoing collaboration with consulting firms to finalize documentation. They aim to submit the feasibility study report for approval, enabling the project’s launch as scheduled.
Miracle Surpassing the 3,000 km Highway Target
As of 2020, Vietnam boasts 1,163 kilometers of highways nationwide, according to Nguyen Tri Duc, Head of the Ministry of Construction’s Office. To meet the target, a minimum of 1,837 kilometers must be completed within the next five years—an ambitious goal. This presents a significant challenge, particularly given the persistent institutional bottlenecks that continue to hinder progress.
