Following the directives of the Ministry of Construction, the Directorate for Roads of Vietnam, along with various project management boards, is conducting trial runs and performance evaluations of the Electronic Toll Collection (ETC) system on state-funded North-South Expressway projects.
The projects currently undergoing testing include Mai Sơn – National Highway 45, National Highway 45 – Nghi Sơn, Nghi Sơn – Diễn Châu, Vĩnh Hảo – Phan Thiết, and Phan Thiết – Dầu Giây.

According to project management boards, the trial process will involve evaluation and reporting of test results. Concurrently, units will propose official toll collection start dates for each component project, submitting them to the relevant authorities for decision-making.
Regarding the official toll collection timeline, the Directorate for Roads of Vietnam’s leadership stated that tolling on state-funded expressway sections is expected to commence by the end of February.
Previously, the Ministry of Construction approved the plan for exploiting road infrastructure assets on component projects of the North-South Expressway.

The plan outlines the following sections for toll implementation: Mai Sơn – National Highway 45; National Highway 45 – Nghi Sơn; Nghi Sơn – Diễn Châu; Vĩnh Hảo – Phan Thiết; Phan Thiết – Dầu Giây; Bãi Vọt – Hàm Nghi; Hàm Nghi – Vũng Áng; Vũng Áng – Bùng; Bùng – Vạn Ninh; Vạn Ninh – Cam Lộ; Hòa Liên – Túy Loan; Quảng Ngãi – Hoài Nhơn; Hoài Nhơn – Quy Nhơn; Quy Nhơn – Chí Thạnh; Chí Thạnh – Vân Phong; Vân Phong – Nha Trang; Cần Thơ – Hậu Giang; Hậu Giang – Cà Mau.
The Ministry of Construction noted that the Hòa Liên – Túy Loan and Phan Thiết – Dầu Giây sections will apply a toll rate of 1,300 VND/PCU/km (Tier 1). The remaining sections will apply a rate of 900 VND/PCU/km (Tier 2). Tolls are calculated based on the actual distance traveled by vehicles.
As per the approved plan, five expressway projects on the North-South route will collect tolls for seven years, with the Directorate for Roads of Vietnam responsible for toll operations. After this period, the managing authority will determine an appropriate infrastructure management and exploitation plan.

According to the Ministry of Construction’s earlier plan, the completion of infrastructure, rest stops, and approval of the public asset exploitation plan for the North-South Expressway was slated for 2025, enabling toll collection from January 1, 2026. However, delays in implementing the toll system have disrupted several key timelines. |
