On January 7, 2026, on behalf of the Politburo, General Secretary Tô Lâm signed and issued Resolution No. 80-NQ/TW of the Politburo on the development of Vietnamese culture. November 24th of each year has been designated as "Vietnamese Culture Day," as per Resolution No. 80 of the Politburo. On this day, workers nationwide are granted a paid day off from work.

This resolution emphasizes culture and human development as the foundation, intrinsic resources, and powerful drivers for the nation’s rapid and sustainable growth.

Cultural values must be seamlessly integrated into all aspects of social life—politics, economics, society, environment, defense, security, and foreign affairs—becoming the nation’s soft power in the new era.

Specifically, the Politburo has designated November 24th as “Vietnamese Culture Day,” a paid holiday, to enhance cultural enjoyment for citizens, inspire artists, and promote a civilized lifestyle.

Establishing 5-10 National Cultural Industry Brands by 2030

The resolution sets goals for 2030, aiming to foster a progressive Vietnamese culture rich in national identity—unified yet diverse, democratic, humane, scientific, and modern.

It seeks to create a healthy cultural environment from families to digital spaces, elevate literature and arts, preserve national heritage, and develop cultural industries with a creative startup ecosystem.

Plans include establishing international-caliber cultural conglomerates, creative hubs, and tech-driven business models, positioning Vietnam as a global cultural destination.

Key targets include: 100% local authorities and armed forces with cultural facilities, digitizing all national heritage by 2026, and ensuring all students engage in cultural activities.

The resolution allocates at least 2% of the annual state budget to culture, focusing on talent development, digital transformation, and high-value artistic creations.

It aims to grow cultural industries to 7% of GDP, create 5-10 national brands in film, music, and arts, and host 5 major international festivals, with 5 new UNESCO heritage sites.

Vision for 2045

By 2045, Vietnam aims to be a high-income nation with a socialist-oriented culture, where people are central to development, and cultural values permeate all life aspects.

Goals include cultural industries contributing 9% to GDP, 10 international festivals, 8-10 new UNESCO sites, and ranking in the top 3 ASEAN and top 30 globally in soft power and cultural exports.

The Politburo calls for innovative thinking, strategic policies, digital business models, and private investment in cultural training and infrastructure.

It encourages piloting urgent cultural initiatives, modernizing management, leveraging technology, and fostering a creative ecosystem to drive cultural advancement.
