Hanoi: 3 Social Housing Projects
On December 8, Hanoi’s Department of Construction announced the acceptance of applications for purchasing 5 social housing units at the OXH2 building in the Kien Hung Social Housing Project, located in the B-XH land plot of the Kien Hung New Urban Area, after a 5-year rental period (Phase 3). Applications will be accepted until January 19, 2026. The project is jointly developed by Kien Hung Urban Development Investment JSC and Hop Phu Investment and Development JSC.
Spanning nearly 4.2 hectares, the project comprises three 6-story residential buildings. The OXH1 building offers 160 social housing units for sale and 40 commercial units, while the OXH2 building features 82 social housing units for sale, 82 for rent, and 36 commercial units. The OXH3 building includes 63 social housing units for sale, 21 for rent, and 16 commercial units, catering to a population of 1,149. Social housing units in the OXH2 building are priced at approximately VND 13.7 million per square meter, inclusive of VAT but excluding maintenance fees.
Earlier in December, Hanoi’s Department of Construction began accepting applications for 88 social housing units available for purchase after rental at the social housing project in Lot 5.B2 of the Dong Hoi Resettlement Area (Phase 1), developed by Thang Long LLC. Applications will be accepted until January 30, 2026.
This 4,549-square-meter project consists of a 30-story apartment building, offering 405 units for sale and 99 for rent, accommodating over 1,500 residents. Social housing units are priced at over VND 15.4 million per square meter, including taxes and maintenance fees, with rental rates at VND 66,617 per square meter.
Additionally, the Bamboo Garden Social Housing Project offers 86 rental-to-sale units in Lot CC-1 of the Quoc Oai New Urban Area, Quoc Oai Commune (Phase 1), developed by CEO Group JSC (HNX: CEO). Applications will be accepted until January 15, 2026.
Covering over 10,500 square meters, the project includes two 9-story buildings with 346 units for sale and 86 for rent. The total investment exceeds VND 242 billion, with a provisional selling price of nearly VND 10 million per square meter, inclusive of VAT and maintenance fees.
Ho Chi Minh City: 9 Projects, Including 1 Social Housing
In late December, Ho Chi Minh City’s Department of Construction announced the acceptance of applications for 936 social housing units at the Phuc Dat Tan Uyen High-Rise Social Housing Area within the Phuc Dat Commercial Housing Project in Tan Hiep Ward, developed by Phuc Dat Production and Trade LLC. Applications will be accepted until the end of January 2026.
This 1.1-hectare project, with a total investment of VND 1.3 trillion, comprises three 18-story buildings, providing 936 housing units.

In December, the Department of Construction approved the future sale of 856 low-rise housing units in the LV1 and LV2 garden house areas of the Saigon Binh An Urban Area Project in Binh Trung Ward, developed by Saigon Investment and Development JSC.
The Saigon Binh An Urban Area spans over 117.4 hectares, featuring 1,792 low-rise garden houses and 8,530 apartments. The project is divided into two phases: Phase 1, completing by 2029, includes low-rise garden houses in 15 clusters (LK1-LK15), LV1-8 and LV2-14 garden houses, and mixed-use apartments with surrounding infrastructure. Phase 2, completing by 2030, comprises a BT villa cluster, apartments, a commercial center, and additional infrastructure.
On December 26, 903 apartments in the high-rise area of the Phu My Ward Residential Project (now Tan My Ward), developed by Hung Loc Phat Real Estate Investment JSC, were approved for future sale. The project, introduced in 2018, covers nearly 5.3 hectares and includes 111 low-rise houses and 903 apartments.
In December, 17 commercial housing units in the Hoang Ha My Residential Project (Phase 2) in An Phu Ward, developed by Hoang Ha My Real Estate LLC, were approved for future sale. The 9,058-square-meter project includes 76 housing units, with completion expected by Q4/2027.
By the end of 2025, 1,296 apartments in the OCC Apartment Building within the Green Square Urban-Commercial-Service Project in Dong Hoa Ward were approved for future sale. The 39-hectare project includes 1,356 terraced houses, 1,300 apartments, and 4 mixed-use commercial and rental complexes, with completion by Q1/2028. Developed by TBS Group, the Green Skyline towers are rumored to be priced at up to VND 68 million per square meter, the highest in the Di An (former) area.
The An Khang Tower (A&K Tower) in An Phu Ward, with 924 apartments, was approved for sale in December. The 9,367-square-meter project, developed by OBC Thuan An JSC, will be completed by Q1/2031.
On December 10, the Department of Construction approved the sale of 75 low-rise housing units in the Phu Long Residential Project, located in Subdivision 15B, Nguyen Huu Tho Street, Nha Be Commune, developed by Phu Long Real Estate JSC. The 2.9-hectare project includes 75 low-rise houses and 424 apartments.
The Van Xuan Thu Duc High-Rise Apartment Project (Happy One Sora) in Linh Xuan Ward, developed by Van Xuan Binh Duong JSC, offers 482 apartments for sale. The 7,584-square-meter project includes 410 commercial units and 72 social housing units.
The Phase B sub-project of the Can Gio Coastal Tourism Urban Area Expansion Project in Can Gio Commune, developed by Capitaland Tower LLC, is authorized to raise capital for 3,800 future low-rise housing units. The 150.4-hectare project is expected to complete by 2031.
Da Nang: 2 Projects, Including 1 Capital Raising
On December 23, 2025, Da Nang’s Department of Construction approved the sale of 171 terraced houses in the C5b area of the Phuong Trang High-Rise Urban and Commercial Complex. The 26.6-hectare project, developed by Phuong Trang Investment JSC, includes 171 C5b units, 656 E units, and 432 F units.
In Son Tra Ward, the H&A Apartment Building, developed by H&A Real Estate Investment JSC, is authorized to raise over VND 107 billion (14% of the total VND 754 billion investment) by Q1/2027.
Hai Phong: 1 Capital Raising Project
Hai Phong’s Department of Construction announced capital raising through joint ventures for the Central Pham Ngu Lao Residential Project (now Le Thanh Nghi Ward), developed by Su Hai Duong Real Estate Investment JSC. The 8.1-hectare project includes 228 terraced houses, 15 commercial units within 20% of the social housing land, a high-rise mixed-use building, and a 15-story social housing building. The total investment is VND 2.799 trillion, with a 36-month timeline.
Bac Ninh: 7 Projects, Including 1 Social Housing and 2 Capital Raising
On December 23, Bac Ninh’s Department of Construction approved the transfer of 104 out of 302 infrastructure-ready lots in Urban Area Project No. 2, 3 near the Vietnam-Korea College of Technology for individual housing construction. The 10.4-hectare project, developed by Thanh Do Bac Giang Construction JSC, includes 283 non-shell terraced lots and 19 shell-finished lots, with completion by June 2026.
In December, two infrastructure-ready lots in the Dong Cu 2 Urban Area Project, Bac Giang City (now Bac Giang Ward, Bac Ninh Province), developed by Nam Giang LLC, were approved for individual housing construction. The project covers over 5 hectares.
Applications for 920 social housing units in the Thong Nhat Smart City Social Housing Project (Phase 2) in Yen Trung and Tam Da Communes will be accepted until January 22, 2026.
The 8.6-hectare project, developed by Thong Nhat Development Investment and Trade JSC, includes 10 buildings with 1,048 housing units and approximately 107 terraced houses, expected to operate by December 2026.
In the Tan My New Urban Area, Dong Son Commune (now Tien Phong Ward), 89 future low-rise housing units are approved for sale and rent-to-own. The nearly 10-hectare project, developed by Son Phuc – BSG Holding, includes 89 shell-finished terraced houses, with completion by late 2027.
The Housing Project No. 2 in Ngang Na Village, Hien Van Commune, Tien Du District (now Lien Bao Commune), is authorized to raise VND 47 billion. Housing Project No. 3 in the same village is authorized to raise VND 69 billion, both developed by Global 86 Construction and Investment LLC, with capital raising until May 18, 2029.
On December 4, the Department of Construction approved the transfer of 50 infrastructure-ready lots in the Giap Nguot – Trai Cau New Urban Area Project, Bac Giang City (Phase 2), developed by HTV Trade and Investment JSC. The 11-hectare project includes 65 shell-finished houses and 261 terraced lots.
Hung Yen: 1 Project
In December, Hung Yen’s Department of Construction announced the sale and rent-to-own prices for social housing units in the CT1 and CT2 buildings of the Hung Yen Social Housing Project in Hien Nam Ward, developed by Hung Yen Housing Investment and Construction JSC.
Social housing units are priced at over VND 20.9 million per square meter, with rent at nearly VND 396,000 per square meter per month (inclusive of taxes, excluding maintenance fees). The CT1 and CT2 buildings, covering over 9,600 square meters, offer 940 housing units.
Dong Nai: 2 Projects
On December 13, Dong Nai’s Department of Construction approved the sale of 342 detached houses in the Dai Phuoc Eco-Tourism Urban Area, Dai Phuoc Commune, developed by Dai Phuoc Swancity One Mea JSC. The 34.4-hectare project includes apartments, villas, and commercial centers for rent or sale.
In December, 132 housing units in Zone C of the Paragon Dai Phuoc Villa Area, Dai Phuoc Commune, developed by Dai Phuoc Paragon LLC, were approved for “paper house” sales.
Tay Ninh: 4 Projects
On December 24, Tay Ninh’s Department of Construction approved the transfer of 482 infrastructure-ready residential lots in the Mai Ba Huong Residential Area, Luong Hoa Commune, developed by Tandoland JSC. The 148.2-hectare project includes 5,467 residential lots and 4 apartment complexes.
In Hau Nghia Commune, 476 housing units in the Hau Nghia – Duc Hoa New Urban Area (Phase 3), developed by Green City Development JSC, were approved for sale. The 197-hectare project, with 5,165 units, previously sold 4,096 units in earlier phases. It includes 4,572 commercial houses, 457 resettlement lots, 136 social housing units, and high-rise apartments.
In December, 964 apartments in the C2.2 and C2.3 buildings of the Binh An Duc Hoa Urban Area – The Win City, Duc Hoa Commune, developed by Thang Loi Homes JSC, An Cuong Wood JSC (HOSE: ACG), and Central Construction JSC, were approved for future sale. The 13-hectare project offers 5,502 housing units.
In the Dong Southgate New Urban Area, Ben Luc Commune, 164 houses in the B1 sub-zone (Zone B), developed by Southgate JSC, were approved for sale. The nearly 159-hectare project includes 2,109 houses and 5,659 apartments.
Nghe An: 2 Projects
In mid-December, Nghe An’s Department of Construction approved the sale of 246 housing units in the high-rise commercial and residential complex of the Truong Vinh Urban and Commercial Project, developed by PetroVietnam and Trang An Investment and Construction JSC.
In An Chau Commune, 141 lots in the Vuon Cau Residential Project were approved for individual housing construction. The 4.9-hectare project, developed by Thanh Trung Kien International Construction and Trade LLC, includes 159 terraced lots.
Quang Tri: 1 Social Housing Project
On December 26, Quang Tri’s Department of Construction approved the sale and rent-to-own of 432 future social housing units in the Bao Ninh 1 Social Housing Project, priced at an average of VND 18.2 million per square meter (inclusive of VAT, excluding maintenance fees). Applications will be accepted until January 23, 2026.
The nearly 1.9-hectare project, developed by Tien Dat Construction LLC and Global Construction Investment JSC, is expected to complete by Q4/2026.
An Giang: 1 Social Housing Project
On December 25, An Giang’s Department of Construction announced the sale of 62 social housing units in the Route 2 Residential Project (Phase 2), developed by CIC Group JSC (HOSE: CKG).
Units are priced from VND 1.5 billion for 87 square meters to over VND 1.64 billion for 95 square meters (inclusive of VAT). The 1.1-hectare project includes 190 low-rise social housing units.
Quang Ninh: 1 Social Housing Project
In December, Quang Ninh’s Department of Construction announced social housing prices for Phase 1 of the Ha Khanh Urban Area Project in Cao Xanh Ward, Ha Long City, developed by FLC Group (FLC).
Units are priced at VND 19 million per square meter (inclusive of VAT, excluding maintenance fees), with rent at VND 125,000 per square meter per month. Applications will be accepted from January 28 to February 28, 2026.
The 2-hectare social housing project includes 4 nine-story apartment buildings, with 3 dedicated to social housing (759 units, 80% for sale and 20% for rent) and 1 for commercial housing. The total investment is VND 8 trillion, with handover in Q3/2026.

The Chairman of the Ho Chi Minh City Real Estate Association (HoREA), Le Hoang Chau, emphasizes the urgent need to expand the supply of affordable housing tailored for individuals earning over 20 million VND per month. This demographic falls into a gap where they are ineligible for social housing yet cannot afford high-priced commercial properties, highlighting a critical market imbalance that requires immediate attention.
Prime Minister: Fast-Track Social Housing Projects Through “Green Lane” and “Priority Lane” Procedures
The Prime Minister has called for unified solutions to streamline implementation, ensuring clarity in roles, responsibilities, and authority. A key focus is accelerating administrative procedure reforms and eliminating unnecessary intermediaries. Additionally, social housing projects, particularly rental social housing, are to be prioritized through “green lanes” and “fast-track procedures” during the approval process.
