Ho Chi Minh City Selects Strategic Investor for the Binh Quoi – Thanh Da New Urban Area Project

The new urban area of Binh Quoi – Thanh Da will proceed with the selection of a strategic investor in accordance with Resolution 98 as amended.

According to a document recently issued by the Ho Chi Minh City People’s Committee, the city has approved the Department of Finance’s proposal to publish information regarding the selection of an investor for the Binh Quoi – Thanh Da New Urban Area project (located in Binh Quoi Ward). This process will follow the provisions outlined in Resolution 260, which amends and supplements certain articles of Resolution 98 on pilot mechanisms and policies for the city’s development.

The Ho Chi Minh City People’s Committee Office, in collaboration with the Department of Finance, is tasked with publishing information about the investor selection process for the Binh Quoi – Thanh Da New Urban Area project in Binh Quoi Ward.

The Department of Finance will lead and coordinate with relevant agencies to research and propose a scoring criteria framework for evaluating and ranking strategic investors. This ensures a transparent and fair process when two or more investors submit valid applications in compliance with regulations.

Previously, on November 14, 2025, the Ho Chi Minh City People’s Council issued a resolution listing land plots for investor selection through bidding for projects utilizing land within the city. The Binh Quoi – Thanh Da New Urban Area, spanning 405.9 hectares, is slated for bidding during the 2025-2026 period. The investor selection process is expected to take approximately 180 days.

The Thanh Da Peninsula (Binh Quoi – Thanh Da New Urban Area) is one of Ho Chi Minh City’s most unique areas, situated near the city center and boasting a rare riverside landscape. Encircled by the Saigon River and a network of natural canals, it forms a nearly isolated peninsula yet holds a strategic position within the city’s urban structure.

Approved in 1992, the Binh Quoi – Thanh Da New Urban Area project has been stalled for over 30 years due to planning delays.

The city’s decision to include this land in the bidding list for investor selection marks a significant turning point, raising hopes for the revival of the entire Thanh Da Peninsula after decades of waiting.

In July 2025, the Ho Chi Minh City People’s Committee approved the task of adjusting the 1/2000 scale zoning plan for the Binh Quoi – Thanh Da New Urban Area, covering a total planned area of approximately 423 hectares, excluding water surfaces. The study area spans 549.4 hectares, with 125.79 hectares dedicated to the Saigon River’s water surface. This is one of the few remaining large land reserves within the inner city.

The area is envisioned to develop into an eco-tourism urban zone with synchronized technical and social infrastructure, combining various functional regions such as high-rise urban centers, flooded parks, residential areas, offices, hotels, riverside commercial and cultural services.

The development will also establish natural ecological landscapes, reduce construction density, increase green spaces, and aim for sustainable development in harmony with the peninsula’s unique topography.

Specifically, according to the Ho Chi Minh City Department of Construction, Binh Quoi – Thanh Da will develop into an eco-urban model integrated with tourism and leisure.

The planning space includes high-rise urban centers, reduced construction density, mixed land use, and the creation of natural landscapes. Key functions encompass residential, administrative, office, hotel, commercial services, cultural, and riverside tourism.

The entire area is divided into three residential units with interspersed urban functions. Residential Unit 1, located in the northwest along the existing Binh Quoi Road, covers over 116 hectares and will house approximately 18,000 people. It will be formed from existing residents combined with resettlement and social housing.

Residential Unit 2, situated in the south opposite An Khanh Ward, spans over 155 hectares and will accommodate around 20,000 people. This unit offers high-quality living with diverse amenities.

Residential Unit 3, located in the northeast opposite Truong Tho area, covers approximately 151.68 hectares and will house about 16,000 people, integrated with flooded landscapes and a marina.

The new urban area is expected to welcome approximately 54,000 residents.
