The Vietnam Register (VR) has issued a directive to all vehicle inspection centers regarding the implementation of Circular No. 40/2025/TT-BXD, dated November 28, 2025.

This circular outlines the mechanisms and policies for managing the maximum service fees for vehicle inspections, as well as exemptions for initial inspections of motor vehicles and specialized machinery, in compliance with the 2023 Price Law.
According to Circular No. 40/2025/TT-BXD, the objective is to establish a legal framework for managing inspection service fees under a maximum price mechanism, while clearly defining exemption policies for initial inspections of certain vehicles. The circular will take effect on January 20, 2026.
Previously, on August 28, 2025, the Ministry of Construction issued Circular No. 23/2025/TT-BXD, detailing the economic and technical characteristics and norms for inspection services, including exemptions for initial inspections of motor vehicles and specialized machinery. Based on this, the Vietnam Register has instructed inspection centers nationwide to develop service fee proposals and conducted online training to guide units in preparing and submitting their proposals for review.
However, as of December 31, 2025, the Vietnam Register has received only 13 fee proposals from vehicle inspection centers across the country, according to Mr. Nguyen Chien Thang, Director of the Vietnam Register.
Notably, most submissions fail to meet the requirements. Many proposals lack explanatory documents, contain inaccurate output statistics, and have inappropriate cost allocations, leaving the Vietnam Register without sufficient grounds to conduct reviews and submit maximum price levels to the Ministry of Construction for approval.
Mr. Nguyen Chien Thang emphasized that, in the absence of maximum price levels issued in accordance with the 2023 Price Law, vehicle inspection centers nationwide will not have the legal basis to adjust service fees under Circular No. 40/2025/TT-BXD once it takes effect.
