On the morning of January 13th, Prime Minister Pham Minh Chinh, Head of the Central Steering Committee for Housing Policy and Real Estate Market, chaired the 5th Meeting of the Steering Committee.
National Social Housing Target for 2025 Exceeded
According to reports and opinions at the Conference, over the past period, the implementation of resolutions, conclusions, and directives from the Central Committee, Politburo, Secretariat, National Assembly, and Government has been carried out decisively with a focus on key areas in housing development and the real estate market.
Coordination mechanisms among ministries, sectors, and localities have been strengthened; many difficulties and obstacles related to institutions, land, capital, and implementation, especially in social housing development, have been promptly resolved; and significant improvements have been seen in social housing development.
Notably, the National Assembly recently issued Resolution No. 201/2025/QH15 on piloting special mechanisms and policies for social housing development; the Government promptly issued detailed decrees, thereby creating a comprehensive and feasible legal framework to promote social housing projects.
Implementation has followed the principle of “6 clarities.” With serious and urgent efforts from ministries, sectors, localities, and businesses, especially in the last three months of the year, the achievement of social housing targets has significantly improved: From the risk of not meeting the target (43.6%) at the first meeting; the third meeting showed potential for completion; the fourth meeting (mid-December 2025) projected the nation to complete 102,633 out of 100,275 units; by December 31, 2025, 103% of the target was achieved. Cumulatively, the nation has completed 169,143 social housing units, which have been almost entirely sold. The VND 145 trillion credit package for social housing, as of November 30, has disbursed VND 6,228 billion, including VND 5,151 billion for developers and VND 1,077 billion for homebuyers.
These results affirm the correctness of organizational restructuring, timely issuance of special mechanisms and policies, and strengthened inspection and urging efforts.
Ensuring No One is Left Behind in Housing Access
In his concluding remarks, Prime Minister Pham Minh Chinh highly appreciated the preparation work of the Ministry of Construction and the Government Office, as well as the coordination of ministries, sectors, and localities; and acknowledged the heartfelt and practical opinions at the Conference.
The Prime Minister tasked the Ministry of Construction to coordinate with the Government Office in fully absorbing the opinions at the Conference, urgently finalizing the Conclusion Report for unified implementation, and regularly monitoring and urging progress.
The Conference agreed that after each Steering Committee meeting, difficulties and obstacles are resolved, leading to better, more effective, and substantial development in the housing and real estate markets, benefiting the people and facilitating developers.
Institutional and policy improvements have been timely, flexible, effective, action-oriented, and practical. The Government has submitted to the National Assembly for the issuance of over 100 laws and resolutions in 2025 and issued 377 decrees and hundreds of resolutions to address legal obstacles across sectors, including many related to the real estate market and housing.
As a result, social housing development has shown increasing progress towards the end of the year. The real estate market has also shown positive signs, moving towards stable and healthy development.
The Prime Minister acknowledged and commended ministries, sectors, and localities for their good performance and innovative approaches, especially those exceeding social housing targets. However, over 10 localities have not met their goals, indicating uneven implementation; the supply of social housing, especially rental housing, remains insufficient; information and communication efforts in some areas are untimely; and understanding of actual public needs remains passive.
The Prime Minister urged leaders at all levels and sectors, especially heads of agencies, to uphold their political responsibility before the Party and the people, considering this a crucial political task and a top priority for ensuring people’s well-being, political stability, and socio-economic development. Implementation should be practical, action-oriented, and results-driven, without formalities or procrastination; avoiding situations where “easy tasks are done, difficult ones left aside”; and combining comprehensive measures such as legal unblocking, planning, clean land fund creation, direct project assignments to businesses without bidding, administrative procedure reduction, establishment of Local Housing Funds, and real estate transaction centers.

The Prime Minister emphasized key orientations for the future: All housing policies must be people-centered, ensuring no one is left behind; housing is a basic need and a pillar of social security policy, crucial for political stability and sustainable development; and ensuring safe and stable housing for the people, especially vulnerable groups.
Additionally, there should be a shift from a management mindset to a service-oriented approach, focusing on action over words, with public satisfaction as the ultimate measure. Commitments must be fulfilled with concrete, measurable results.
Businesses are recognized as key players in implementation, operating within the law; the State plays a creative, guiding, and fair role; and there is a balance of interests among the State, people, and businesses, with shared risks. Projects should be boldly assigned to reputable and capable businesses for swift and compliant execution.
The Prime Minister outlined future goals: Ensuring social progress, equality, and equal housing access for all, aligned with people’s income and national development; streamlining administrative procedures to reduce unnecessary burdens and compliance costs; and achieving set targets for social housing and a stable, healthy, and sustainable real estate market, in line with Party guidelines and state laws.
Efforts should be made to reduce commercial housing prices, especially for apartments, to reasonable levels, and to control credit flow into real estate, preventing speculative capital and directing it towards affordable housing projects and productive economic activities for double-digit growth.
Developing Policies for Middle-Income Housing
The Prime Minister tasked the Ministry of Construction with leading the completion of dossiers for the establishment of the State-Managed Real Estate and Land Use Rights Transaction Center by January 2026, standardizing transaction processes, implementing a “one-stop-shop” mechanism, and gradually transitioning to digital platforms for transparency and efficiency.
They are to organize the implementation and guidance of Decree No. 357/2025/NĐ-CP dated December 31, 2025, on building and managing the housing and real estate market information system and database, ensuring accurate, clean, shared, and synchronized data for effective utilization.
The Ministry is to absorb opinions, finalize, and urgently submit the draft Government Resolution on special mechanisms to address difficulties in social housing development.

The Ministry is to continue inspecting and urging localities and businesses to accelerate social housing and rental housing projects, ensuring the completion of 2026 targets and beyond.
They are to guide localities in reviewing and finalizing the 2026–2030 Housing Development Program and Plan for approval in Q1/2026, aligning with planning, land funds, and public needs, especially post-administrative rearrangement.
Localities are to simultaneously implement procedures for social housing projects permitted under Clause 7, Article 7 of Decree No. 192/2025/NĐ-CP, pending adjustments and approvals, to avoid administrative delays.
The Ministry is to inspect the establishment and operation of Local Housing Funds, reporting challenges to the Government and Prime Minister by January 2026.
They are to develop policies for middle-income housing (above VND 20 million/month) and increase diverse housing supply.
The Prime Minister directed the State Bank of Vietnam to urge credit institutions to accelerate disbursements for social housing and rental housing, ensuring proper targeting and compliance. They are to analyze and propose solutions for the low disbursement rate of the VND 145 trillion credit package.
The Bank is to implement effective credit policies as directed in Telegraph No. 190/CĐ-TTg, focusing on proactive monetary policy, real estate credit control, and directing capital towards affordable housing and productive activities for double-digit growth.
They are to guide commercial banks in reducing costs and enhancing digitalization to lower social housing loan interest rates, promoting a healthy and sustainable real estate market.
The Prime Minister urged localities to proactively develop housing and real estate market plans based on local needs and income levels.
Localities are to urgently assess housing needs, including social rental housing, and set feasible 2026 targets.
They are to establish Local Housing Funds as guided, ensuring transparent and effective management.
The 2026–2030 Housing Development Program and Plan should be finalized and approved in Q1/2026.
Localities are to identify social housing land plots, allocate land in favorable locations, and assign projects in accordance with Resolution No. 201/2025/QH15 and Government Resolutions.
Provincial Steering Committees are to be strengthened with dedicated staff for social housing development, ensuring efficient task implementation.
The Prime Minister called on businesses to uphold their responsibility, share risks, and actively participate in social housing and rental housing projects, contributing to a healthy and sustainable real estate market.
“Housing is a major social security issue and a fundamental citizen right. Delays in social housing, rental housing, and a healthy real estate market are a failure to the people and the nation. Ministries, sectors, and localities must act with high political determination, empathy, and shared responsibility to ensure housing access for all, enabling stable lives and contributions to national development,” the Prime Minister concluded.
