Prime Minister: Fast-Track Social Housing Projects Through “Green Lane” and “Priority Lane” Procedures

The Prime Minister has called for unified solutions to streamline implementation, ensuring clarity in roles, responsibilities, and authority. A key focus is accelerating administrative procedure reforms and eliminating unnecessary intermediaries. Additionally, social housing projects, particularly rental social housing, are to be prioritized through "green lanes" and "fast-track procedures" during the approval process.

On the morning of January 13th, Prime Minister Pham Minh Chinh, Head of the Central Steering Committee for Housing Policy and Real Estate Market, chaired the 5th Meeting of the Steering Committee.

The meeting was held directly at the Government Office, with online connections to 34 provinces and cities. Attendees included Minister of Construction Tran Hong Minh, Minister of Justice Nguyen Hai Ninh, and leaders from various ministries, sectors, and localities.

In his opening remarks, Prime Minister Pham Minh Chinh emphasized that the right to housing is a fundamental right of citizens, with housing being an essential need for every individual. Housing development is a crucial pillar of social welfare policy and a driving force for economic growth, labor market stability, and sustainable socio-economic development.

Over the past period, especially in 2025, the Government and Prime Minister have been strongly directing housing development efforts, particularly social housing. This includes completing over 102,000 social housing units in 2025, aiming to reach 1 million units by 2028. They have also completed the elimination of temporary and dilapidated houses, building homes for beneficiaries of social welfare policies ahead of schedule by 5 years and 4 months. Additionally, the Quang Trung Campaign has been urgently implemented to repair and rebuild homes for those affected by recent natural disasters, with expected completion by mid-January.

Recognizing and commending the efforts of ministries, sectors, and localities, especially the Ministry of Construction, Ministry of National Defense, Ministry of Public Security, and the Vietnam Fatherland Front, the Prime Minister affirmed that these achievements demonstrate the responsibility and commitment of the entire political system. They also highlight the humanitarian nature and superiority of our regime, contributing significantly to social welfare, stability for low-income earners, workers, and the development of a safe, healthy, and equitable real estate market.

According to the Prime Minister, the current housing demand is shifting from ownership to long-term rental or rent-to-own options, aligning with affordability, job characteristics, and labor mobility. Therefore, social housing policies need to be adjusted towards restructuring sustainable housing solutions, moving away from a quantity-focused approach. This ensures that everyone has access to safe and suitable housing based on their conditions and needs. Developing rental social housing is identified as a critical, fundamental, and long-term task, not to be pursued as a trend or in a fragmented manner.

Highlighting the importance of this meeting in unifying perspectives and devising solutions for social housing development in the coming period, the Prime Minister requested delegates to evaluate the implementation of tasks assigned in previous meetings. This includes assessing the housing situation, real estate market, credit allocation for real estate, and proposing social housing rental targets for 2026 and beyond, especially in major cities, industrial zones, and labor-intensive areas.

The Prime Minister also called for discussions on implementation solutions, ensuring role clarity, administrative procedure reforms, and removing unnecessary intermediaries. Social housing projects, particularly rental ones, should be prioritized in administrative processes. He also urged the timely recognition and rewarding of outstanding individuals and organizations contributing to policy development and implementation.

According to the Ministry of Construction, the Standing Agency of the Steering Committee, housing policies and the real estate market have received significant attention in 2025. The Government submitted one resolution to the National Assembly and issued four decrees on specific mechanisms for social housing development, amending regulations related to housing and real estate market management.

The Prime Minister issued one decision, and the Minister of Construction issued one circular, along with guidelines on eligibility and criteria for preferential loans for social housing, military housing, worker dormitories, and the renovation/reconstruction of apartment buildings.

Following the Prime Minister’s directives, ministries are proposing the establishment of a state-run “Real Estate and Land Use Rights Transaction Center.” They are also finalizing a decree amending regulations on housing and real estate business and submitting a draft resolution to address challenges in social housing development.

Ministries and localities are collaborating to establish the National Housing Fund, remove barriers in apartment sales contracts, assess rental housing demand, and propose development targets for 2026-2030. They are also strengthening local steering committees for housing policy and real estate market management.
