Construction Ahead of Schedule, Yet Concerns Remain

Mr. Trần Văn Tài, a resident with over 187m² of land in Bãi Đất Đỏ—a hotspot for land reclamation to facilitate APEC projects—is among the first to voluntarily hand over his land to the special administrative region for APEC 2027 developments. Mr. Tài shared that his family will promptly surrender their land to ensure swift construction and meet deadlines. He also urged neighboring households to follow suit, collectively contributing to the success of APEC 2027.

Joining Mr. Tài, several residents in Bãi Đất Đỏ have voluntarily relinquished their land, inspiring others to cooperate. However, the handover pace lags behind the developer’s rapid construction progress, risking a shortage of land for ongoing projects.

Statistics reveal that the Bãi Đất Đỏ Mixed-Use Urban Area, slated for land reclamation since August 7, 2025, has only secured 17 hectares of cleared land (19.2%). Delays stem from residents’ reluctance to cooperate in land surveys and disagreements over compensation criteria. Nearby, the Núi Ông Quán Eco-Tourism Urban Area, also notified for reclamation on the same date, has cleared just 4.2 hectares (19%).

Meanwhile, the Phú Quốc International Airport expansion, despite achieving record construction speeds (reaching the fourth floor of the terminal within four months), faces challenges in meeting its 18-month completion target. Only 23.2 hectares of prioritized land have been reclaimed, with 33.8 hectares yet to be notified. Four households occupying 4.7 hectares remain uncooperative.

The APEC Avenue project, slated for completion by year-end, is still in the land measurement and data entry phase.

As a national political and diplomatic priority, APEC 2027 offers Vietnam, particularly Phú Quốc, a global platform. Infrastructure investments are in the final stretch, but land clearance remains a critical bottleneck, threatening overall timelines.

Superior Resettlement Policies

Phú Quốc’s leadership reports over 4,000 households (1,200+ hectares) affected by APEC 2027 projects. This massive task coincides with administrative restructuring and new local governance systems.

The government’s ambitious goal—completing projects 3–6 months before APEC 2027—leaves just over a year for land clearance and construction.

Beyond land compensation, clearance involves complex components: asset compensation (homes, structures, crops, livestock); relocation and livelihood support (temporary housing, job retraining, loans); building fully-equipped resettlement areas (roads, utilities, schools, hospitals); and administrative/legal fees.

According to Mr. Ngô Minh Trí, Vice Chairman of Phú Quốc’s People’s Committee, the region will ensure accurate surveys, compensation, and superior resettlement conditions. “We’ve formed task forces to educate residents about APEC 2027’s benefits for local and national development,” he emphasized.

Accelerating land clearance and resettlement is pivotal for project success and residents’ rights. Given the scale—spanning urban, transport, aviation, and resettlement projects—An Giang province and Phú Quốc must intensify efforts with central ministry support.

Innovative policies are essential for public cooperation. Per Provincial Announcement 768, eligible residents can select resettlement plots immediately after land handover, incentivizing timely compliance. Temporary housing and rental subsidies further stabilize livelihoods during transitions.
