The entire 38-kilometer stretch of National Highway 1 from Ba Dinh to Phu Xuyen in Hanoi is set to undergo a transformative expansion. A private investor has proposed tripling its width through a Public-Private Partnership (PPP) model.
Currently, the urban section of National Highway 1 features a cross-section ranging from 4 to 8 lanes, with a total width of approximately 30 meters. The investor’s proposal aims to expand this to roughly 90 meters, tripling its current size.
The Le Duan – Giai Phong – Ngoc Hoi section (approximately 10 kilometers) is currently one of Hanoi’s widest and most well-developed roads, boasting a synchronized infrastructure.
Major intersections, including Ring Road 1, Ring Road 2, Ring Road 2.5, and Ring Road 3, are equipped with tunnels and overpasses for seamless traffic flow.
Planning experts highlight that the route from Ba Dinh to Phu Xuyen is flanked by dense residential areas, the national railway (Reunification Express), and key facilities like Hanoi Station, Giap Bat Station, Van Dien Station, and Bach Mai Hospital. Land clearance for expansion is likely to focus on the left side of the road.

The section of National Highway 1 passing through Thong Nhat Park includes Bay Mau Lake, leaving no room for land clearance. Expanding this area to 90 meters requires meticulous planning and innovative solutions.
The Hanoi Department of Construction has solicited feedback from relevant agencies on the proposal to expand the 38.8-kilometer segment of National Highway 1 from Ba Dinh to Phu Xuyen. The investor envisions a 90-meter-wide road under the PPP framework.
The Department has requested the investor to submit a detailed project survey report by January 15, 2024. This report must comprehensively evaluate the project’s feasibility, advantages, and challenges, along with proposed implementation strategies.
