Reclamation of 3,600 Hectares of Land Allocated to the Saigon Dai Ninh Project

The People's Committee of Lam Dong Province has issued a decision to reclaim the entire land area of the Sai Gon Dai Ninh project, spanning nearly 3,600 hectares. This action follows severe violations of land laws and prolonged delays in project implementation.

On January 13th, Mr. Ho Van Muoi, Chairman of the People’s Committee of Lam Dong Province, signed a decision to reclaim the entire land area previously allocated, leased, and permitted for land-use conversion for the Dai Ninh Eco-Tourism Urban Area project (also known as the Sai Gon Dai Ninh project). The project is owned by Sai Gon Dai Ninh Tourism Investment Joint Stock Company.

The Sai Gon Dai Ninh project spans nearly 3,600 hectares with an investment capital of over 25,000 billion VND.

The project received its investment certificate in 2010, with a planned area of nearly 3,600 hectares and a total investment of over 25,000 billion VND. It was once expected to become a flagship eco-tourism urban project in Lam Dong. However, after years of development, only basic infrastructure has been completed, failing to meet the committed timeline.

According to the decision, the total legal land area reclaimed is over 1,428 hectares (actual measured area is 1,434.763 hectares, an increase of 6.4 hectares due to recalculations). The land is located in Duc Trong, Ninh Gia, and Ta Hine communes (former Duc Trong district). The reason for the reclamation is the company’s violation of land-use regulations, as it failed to utilize the land despite a 24-month extension granted by the former Lam Dong Provincial People’s Committee. This violation falls under Clause 8, Article 81 of the 2024 Land Law.

The Lam Dong Provincial People’s Committee stated that the State will not compensate for land or assets attached to the land for this project. The investor is required to promptly hand over the land and settle any outstanding financial obligations. Failure to comply will result in forced land reclamation by relevant authorities.

Notably, the Sai Gon Dai Ninh project is among those with severe violations identified by the Government Inspectorate. These violations involve the responsibility of multiple organizations and individuals, leading to the disciplinary action against numerous central and local leaders in recent years.
