Based on the design consultant’s research and feedback from the Ministry of Construction and the Ministry of Finance, Dien Bien Province proposed an investment plan for the project. The primary scope includes constructing the Son La – Dien Bien – Tay Trang Border Gate expressway (Phase 1), starting at the boundary between Dien Bien and Son La provinces and ending at Dien Bien Phu ward. The expressway will feature 4 complete lanes and 2 emergency lanes. The project, funded by public investment, has an estimated preliminary cost of VND 23,252 billion.
Current public investment laws allow local authorities to manage expressway projects spanning two or more provinces. However, there are no specific regulations for expressways within a single province. Therefore, Dien Bien Province has requested the Prime Minister to designate the Dien Bien Provincial People’s Committee as the managing authority for the Son La – Dien Bien – Tay Trang Border Gate expressway project.
At the meeting, Deputy Minister of Construction Le Anh Tuan stated that the Ministry has submitted a draft decree amending Decree 165/2024/ND-CP. This amendment provides detailed guidelines for implementing the Road Law and Article 77 of the Traffic Order and Safety Law. It includes provisions for local authorities to manage and invest in road projects, including national highways and expressways, to support socioeconomic development based on local proposals.
The Ministry of Finance representative noted that assigning local authorities to manage expressway projects within their jurisdiction does not violate the Public Investment Law or create jurisdictional issues. Capital allocation and consolidation will continue to follow the medium-term public investment plan.

In conclusion, the Deputy Prime Minister approved the proposal to designate Dien Bien Province as the managing authority for the Son La – Dien Bien – Tay Trang Border Gate expressway project. The project will comply with public investment laws, relevant decrees, including the amended Decree 165/2024/ND-CP, and regulations on construction and roads.
Dien Bien Province is tasked with preparing the investment plan as the project investor.
The Ministry of Finance is responsible for balancing and allocating public investment funds as required.
During the meeting, after reviewing reports from Son La Province and the Ministry of Construction on the Moc Chau – Son La expressway project, the Deputy Prime Minister also approved the proposal to designate Son La Province as the managing authority for this project. This decision aims to ensure synchronized implementation and efficient operation of the Moc Chau – Son La – Dien Bien – Tay Trang Border Gate expressway network.
