The Office of the Ho Chi Minh City People’s Committee has issued a notification outlining the conclusions of Vice Chairman Bui Xuan Cuong during a direct and online meeting. The meeting focused on reviewing the progress of several key city projects.
For the project to upgrade and expand Vinh Loc Road (from Tran Van Giau Street to Road No. 2A – Vinh Loc Industrial Park), Vice Chairman Bui Xuan Cuong directed the Department of Construction to urgently provide written feedback to the Department of Finance. This task must be completed by January 14.
The Department of Finance is tasked with promptly reviewing, consolidating, and drafting the Ho Chi Minh City People’s Committee’s submission to the City People’s Council for approval of the project’s investment policy. This must be done in compliance with all procedures and regulations, and completed by January 16.
Regarding the Thu Thiem 4 Bridge construction project, the Urban Railway Management Board and the Ho Chi Minh City Urban Development Management Board are required to provide written feedback to the Department of Finance by January 14, without delay.

The Department of Construction is directed to promptly provide written feedback to the Department of Finance as requested. They must also inspect, review, and finalize the project’s investment policy dossier, ensuring the project’s content is consistent and unified. This includes clarifying and supplementing the feedback provided by relevant agencies in the City Appraisal Council’s review report, the Economic and Budget Committee’s opinions during surveys and reviews, and other related comments. This task must be completed by January 14.
The Department of Finance is tasked with promptly reviewing, consolidating, and drafting the Ho Chi Minh City People’s Committee’s submission to the City People’s Council for approval of the project’s investment policy. For the East-West Axis Road (Vo Van Kiet Road) extension project, connecting National Highway 1 to the Long An provincial border, Vice Chairman Bui Xuan Cuong directed the Department of Planning and Architecture to urgently review and update the section from Ring Road 3 to the Long An provincial border. They must also implement the directives of the Ho Chi Minh City People’s Committee as outlined in Document No. 4814/UBND-ĐT dated June 27, 2025, in the accompanying drawings of the adjusted Ho Chi Minh City Master Plan for 2040, with a vision to 2060. This will serve as the basis for proposing the project’s investment policy in accordance with regulations.
Additionally, the Department of Construction is directed to finalize the project’s pre-feasibility study report and submit it to the Ho Chi Minh City People’s Committee as required, completing this task by February 25.
