Urgent Submission to Ho Chi Minh City People’s Council: Investment Plan for Thu Thiem 4 Bridge and Multiple Key Projects

The Vice Chairman of the Ho Chi Minh City People’s Committee has directed the Department of Finance to urgently review, consolidate, and draft a proposal for submission to the City People’s Council. This proposal seeks approval for the investment policy of the Thu Thiem 4 Bridge project, with the aim of presenting it at the nearest council session.

The Ho Chi Minh City People’s Committee Office has issued a notice conveying the conclusions of Vice Chairman Bui Xuan Cuong at a meeting to review the progress of key city projects.

After hearing reports from departments, Vice Chairman Bui Xuan Cuong acknowledged the proactive efforts of departments and investors in preparing documents for key projects.

However, some projects are progressing slowly, with incomplete documentation. Urgent and focused efforts are required to ensure submission to the City People’s Council as scheduled.

For the Thu Thiem 4 Bridge project, the Vice Chairman directed the Urban Railway Management Board and the Urban Development Management Board to promptly provide written opinions to the Department of Finance by January 14th, without delay.

The Department of Construction must also submit its written opinion to the Department of Finance, review and finalize the project’s investment proposal, ensuring consistency and alignment. This includes addressing feedback from relevant agencies, the Economic-Budget Committee of the City People’s Council, and other stakeholders, with completion by January 14th.

The Department of Finance is tasked with reviewing and drafting the City People’s Committee’s proposal for the City People’s Council’s approval of the project’s investment policy. This must be completed by January 16th, adhering to all necessary procedures and regulations.

In addition to the Thu Thiem 4 Bridge, Vice Chairman Bui Xuan Cuong instructed departments to expedite other projects for submission to the City People’s Council. These include the upgrade of Vinh Loc Road, the Cat Lai – Phu Huu Port Road, and the East-West Axis Road extension.

Previously, the Thu Thiem 4 Bridge project was proposed as a PPP (BOT contract) initiative. On January 7th, the Third Conference of the City Party Committee approved switching the project’s funding to public investment, ensuring efficient use of city resources within the 2026-2030 medium-term public investment plan.

For the Binh Tien Bridge project, the Vice Chairman directed the Binh Hung Commune People’s Committee to approve adjustments to the 1/5000 urban planning scheme for the South Saigon Urban Area and the 1/2000 detailed planning scheme for Zone 11A by January 30th.

The Department of Natural Resources and Environment will review the feasibility study for Component 1, while the Department of Construction will review Component 2, submitting their recommendations to the City People’s Committee for approval by January 31st.

Additionally, the Transport Board must finalize the adjustment dossier for the Nguyen Thi Dinh Road upgrade and the proposal for the HCMC-Trung Luong Expressway expansion by February 2026, ensuring compliance and investment efficiency.
