Halong Canned Food Joint Stock Company
On January 12, 2026, new developments emerged in the case involving Halong Canned Food Joint Stock Company, as two individuals surrendered to the police.
Specifically, Le Nhat Huy, a sales representative at Halong Canned Food JSC, and Tran Thi Huong, Deputy Head of the Mobile Fishery Surveillance and Quarantine Station under the Department of Fisheries, Livestock, and Animal Health (Hai Phong Department of Agriculture and Rural Development), admitted to acts of bribery.
These actions occurred during the process of issuing animal product quarantine certificates for the company’s goods intended for inter-provincial distribution. The Hai Phong Police Investigation Agency has since issued detention orders for the aforementioned individuals.

Previously, on January 10, 2026, authorities executed an emergency arrest warrant for Truong Sy Toan, CEO of Halong Canned Food JSC. By January 13, 2026, Toan was formally charged and detained for Negligence Causing Serious Consequences under Article 360, Clause 3 of the Penal Code.
Simultaneously, three other company officials from the Quality Management Department and the Input Division were charged with Violation of Food Safety Regulations under Article 317, Clause 4 of the Penal Code.
These individuals were directly involved in the quality control and assessment of pork raw materials prior to storage. All charges were approved by the Hai Phong People’s Procuracy.
The case originated from routine inspections by authorities, who identified irregularities in a vehicle transporting slaughtered pork of unknown origin. Laboratory tests confirmed the presence of African Swine Fever virus.
Subsequent investigations at Halong Canned Food JSC’s cold storage facilities led to the sealing of four warehouses containing approximately 130 tons of contaminated frozen pork. The affected goods were destroyed in compliance with regulations to safeguard the food supply chain.
The investigation remains ongoing to determine the full extent of accountability among all involved parties.
