Ho Chi Minh City to Build $430 Million Overpass: Connecting Highways, Ring Roads, and Easing Southern Gateway Congestion

The People's Committee of Ho Chi Minh City has officially approved the architectural design competition results for the main overpass component of the North-South Axis Road Upgrade Project (spanning from Nguyen Van Linh Street to the Ben Luc - Long Thanh Expressway), as part of Component Project 2.

According to the decision, the First Prize was awarded to proposal BN01 by the consortium of B.R Design Consulting LLC and NDA Vietnam LLC. The Second Prize went to proposal BN02 by the consortium of VTCO Investment LLC and Southern Transportation Design Consulting JSC. The Third Prize was awarded to proposal BN03 by the consortium of Quang Huy Construction Design and Inspection JSC and Huni Vietnam LLC.

The People’s Committee of Ho Chi Minh City has tasked the Department of Construction with announcing and awarding the prizes as per regulations. They will also guide the B.R – NDA Vietnam consortium to incorporate feedback from the Competition Council, refining the proposal as a foundation for subsequent design phases. The competition aimed to select a highly feasible solution with modern architectural language, creating a distinctive spatial landmark for the southern gateway of the city.

The entire North-South Axis Upgrade Project.

The North-South Axis Upgrade Project was approved for investment by the Ho Chi Minh City People’s Council in February 2025. The route spans 8.6 km in length, with a width of 60 meters and a capacity for 10 lanes. The total land area required is 66.5 hectares, including approximately 2.2 hectares for site clearance.

The project is divided into two components. Component 1 includes compensation, support, and resettlement; relocation of technical infrastructure; and the completion of the Nguyen Van Linh intersection and the intersection with the Ben Luc – Long Thanh Expressway, with a total investment of VND 3,596 billion from the state budget.

Component 2 involves upgrading the North-South Axis under a PPP-BOT contract, with a total investment of VND 6,298 billion (including VND 531 billion in loans). The capital structure includes VND 1,084 billion (17%) from the state budget and VND 5,214 billion (83%) from investors.

The total investment for the entire project is VND 9,894 billion, with VND 4,680 billion (47% of the total capital, including loans) from the city’s budget. The project is scheduled for implementation from 2025 to 2028. Upon completion, the route will establish a radial axis connecting Ring Road 2 with the Ben Luc – Long Thanh Expressway, laying the groundwork for future connections to Ring Road 4.
