Launch of the Quang Ngai – Kon Tum Expressway Commenced on May 19th

On January 14, the People’s Committee of Quang Ngai Province announced that the Ministry of Construction has responded to their proposal regarding the construction of the Quang Ngai – Kon Tum Expressway.

According to the Ministry’s official dispatch, the Quang Ngai – Kon Tum Expressway project has been added to the list of national key projects. Additionally, the Prime Minister has appointed the Chairman of the Quang Ngai Provincial People’s Committee to join the State Steering Committee for important national projects in the transportation sector.

Based on this, the Ministry of Construction requests the Quang Ngai Provincial People’s Committee to fully exercise its duties and authority as the managing agency, expediting the completion of investment preparation work. They are to submit the project for approval and proceed with subsequent procedures as directed by the Prime Minister.

The Ministry emphasizes the need for Quang Ngai Province to synchronously implement tasks in line with the Prime Minister’s directives. Specifically, they must finalize and submit the investment policy for the Quang Ngai – Kon Tum Expressway by December 31, 2025, and accelerate land clearance procedures to aim for a groundbreaking ceremony on May 19, 2026. The Provincial People’s Committee is urged to ensure timely project execution.

Previously, the Quang Ngai Provincial People’s Committee submitted a proposal to the Ministry of Construction and the Ministry of Finance, suggesting the conversion of an 82km section from Nguyen Nghiem Commune to Mang Den Commune from public investment to a public-private partnership (PPP) model under a Build-Transfer contract. The estimated total investment is approximately VND 25.1 trillion.

The current National Highway 24 connecting Quang Ngai and Kon Tum is narrow, causing traffic difficulties.

Under the province’s proposal, the investor commits to self-funding 100% of the investment, implementing the project from 2025 to 2029, and receiving payment in land compensation.

Quang Ngai believes this approach will alleviate pressure on the state budget while expediting project implementation.

The province also asserts that this proposal aligns with Resolution 68 of the Politburo on private economic development and the province’s development strategy.

For the remaining sections, including Mang Den – Kon Tum, Kon Tum – Ngoc Hoi, and Ngoc Hoi – Bo Y, the Quang Ngai Provincial People’s Committee will continue as the managing agency, implementing construction in phases.

According to the 2021-2030 road network plan with a vision to 2050, the Quang Ngai – Kon Tum Expressway will span approximately 136km. It will start at Nguyen Nghiem Commune, connecting to the Quang Ngai – Hoai Nhon Expressway, and end at the existing Ho Chi Minh Highway.

The expressway is designed with four lanes and an estimated total investment of VND 44.355 trillion.

The early completion of the Quang Ngai – Kon Tum Expressway holds immense significance for connecting the eastern and western regions of Quang Ngai Province, currently reliant on National Highway 24. Quang Ngai Province places high expectations on the expressway to foster regional connectivity, drive growth, and maximize the potential from the Bo Y border gate to Dung Quat Port.
