Minister of Construction Inspects the Huu Nghi – Chi Lang Expressway Project

During the Ministry of Construction's inspection, the investor of the Huu Nghi - Chi Lang Expressway project promptly addressed challenges related to funding, taxation, and investment mechanisms for the construction of rest stops along the highway.

On January 14th, a delegation from the Ministry of Construction, led by Minister Tran Hong Minh, conducted a site inspection of the Huu Nghi – Chi Lang border gate expressway project to assess its construction progress.

During the inspection, the project investor reported on the implementation progress of the Huu Nghi – Chi Lang expressway and proposed that the Minister of Construction advise the Ministry of Finance to allocate an additional VND 2.2 trillion for the project. This request stems from the project’s adjusted capital structure, which increases the state budget’s contribution.

Regarding rest stops, the investor urged the Ministry of Construction to expedite the submission of a revised decree to the Government. This decree, which amends and supplements existing regulations on road transport, will provide a legal framework for authorities and investors to agree on construction plans.

Additionally, the investor requested the Ministry of Construction to coordinate with the Ministry of Finance to resolve VAT and tax refund issues related to the public-private partnership model. This request is based on the land handover minutes signed between the competent state agency and the project enterprise.

After the inspection and hearing from the investor, Minister Tran Hong Minh instructed the investor and contractors to mobilize resources and take advantage of favorable weather conditions to accelerate construction. Particular focus should be placed on the aggregate base and asphalt concrete pavement of the main route, specifically from the connection point with the Bac Giang – Lang Son expressway to the intersection with National Highway 4B in Ky Lua ward.

Contractors must ensure environmental hygiene, traffic safety, and public order during construction. Supervision consultants are required to intensify inspections to guarantee construction quality adheres to design specifications.

The Minister requested the People’s Committee of Lang Son province to promptly submit a document to the Ministry of Finance seeking a definitive resolution for the investor’s tax refund in accordance with current regulations. Regarding rest stop investment and the revision of Decree 165, the Ministry of Construction’s leadership will expedite the process and provide guidance to local authorities and investors on constructing rest stops as soon as possible.

The Huu Nghi – Chi Lang expressway project is accelerating progress with cleared land.

The Huu Nghi – Chi Lang border gate expressway project spans nearly 60 kilometers and commenced construction in April 2024, with an expected completion date of 2026. Land clearance for the main route is now complete, with only minor issues remaining on branch lines and access roads, which do not impact the construction schedule.

Contractors have established 150 work points, deployed 1,240 vehicles and machines, and employed 2,880 personnel across the entire route. To date, the project’s completed work value is estimated at VND 4.35 trillion out of a total contract value of VND 7.95 trillion, representing 55% completion.

The investor and contractors aim to complete the project by September 2024, three months ahead of schedule.
