On January 14th, the Ho Chi Minh City People’s Court conducted a first-instance trial, sentencing defendant Nguyen Thi Thanh Van (born in 1966) to 16 years in prison and defendant Nguyen Sy Huan (born in 1963, former Head of Technical Department at Buon Ma Thuot Airport) to 7 years in prison, both for the crime of “Fraud to Appropriate Property.”

According to the indictment, Nguyen Thi Thanh Van introduced herself as a skilled lawyer with close relationships with high-ranking state officials, capable of resolving complex and prolonged land disputes. Trusting Van’s claimed influence, several individuals signed agreements, handed over money, and sought her services to complete land use right certificates.
Around January 2019, Mr. N.T.S. approached Van to recover a VND 500 million deposit from a failed real estate transaction in Nha Be District, with a service fee of VND 250 million. After failing to fulfill her commitment, Van refunded the amount to Mr. S.
During their interactions, Van learned that Mr. S. was selling a house in District 7 for VND 10 billion, prompting her to devise a scheme to embezzle his property.
Van expressed interest in purchasing the house, reiterating her connections with high-ranking officials and even showing Mr. S. fabricated photos of her with leaders. She fabricated a narrative linking the house purchase to “higher directives” and boasted of her network for resolving land-related issues.
Once Mr. S. was convinced, Van proposed a joint venture to resolve land disputes, promising a 50% share of the land’s value upon completion. They agreed on a sale price of VND 10 billion, with VND 7.9 billion allocated for land certification. Van pledged to return the VND 2 billion difference to Mr. S.
Due to financial constraints and debts, Van enlisted Nguyen Sy Huan, her romantic partner, to act as the buyer. After purchasing the house, Huan mortgaged it to secure a VND 6.4 billion bank loan. Upon receiving the funds, Van transferred only VND 2 billion to Mr. S., diverting the remainder for company operations, debt repayment, and personal expenses.
Using a similar scheme, Van defrauded Ms. L.T.T. by promising to complete land use certificates for 30,000 square meters in Dong Nai, embezzling an additional VND 5 billion.

In the trial regarding the acquisition of the former Nha Trang Airport land in Khanh Hoa province, held on the morning of January 10th, the Council of Judges (HĐXX) assessed that the agreement between the defendant Hau and a tycoon to acquire Phuc Son Company, replacing Hau in compensating and continuing the project, along with the bank’s guarantee letter and share transfer contract, did not meet the necessary conditions. Therefore, there is no basis to consider accepting it.
