The Ministry of Public Security is currently seeking public input on a draft circular regulating the issuance, replacement, and re-issuance of driver’s licenses. This draft introduces several new provisions regarding the format of driver’s licenses and the circumstances under which citizens must undergo license replacement procedures.
According to the draft, driver’s licenses will be issued in digital format, with physical PET cards only provided upon request. The implementation of digital driver’s licenses is expected to enhance convenience for users in storing and accessing information while driving, streamline administrative procedures, and improve state management efficiency.
Regarding license replacement, the draft specifies that Vietnamese citizens and foreigners holding Vietnamese driver’s licenses obtained through conversion from foreign licenses must renew their licenses upon expiration if they wish to continue using them.
Additionally, if personal details on the driver’s license, such as date of birth, full name, middle name, or nationality, differ from those on the citizen identification card, the competent authority will initiate the replacement process to ensure consistency with current personal data.
The draft also proposes amendments to the document requirements for license replacement procedures. Specifically, the medical examination certificate must be issued by a qualified healthcare facility and remain valid at the time of application submission. Applicants must also provide additional documents for information verification in cases specified by the regulations.
Notably, for licenses expired for less than one month due to illness, the draft requires a confirmation letter or medical records from a healthcare facility at the district level or higher. If expiration is caused by natural disasters, catastrophes, fires, or epidemics, citizens must obtain confirmation from local authorities for consideration and resolution.
The drafting committee emphasizes that license replacement aims to synchronize data, support effective state management, and minimize risks associated with unclear, incomplete, or mismatched personal information on licenses.
The Ministry of Public Security continues to welcome feedback from agencies, organizations, and individuals to refine the draft circular before its official promulgation in accordance with legal provisions.
