Lieutenant Colonel Tran Xuan Phuong, Deputy Head of the Fire Prevention and Rescue Police Department (PC07) in Ho Chi Minh City, provided insights during a press conference on the afternoon of January 15th.

One critical factor exacerbating the danger of fires is the widespread practice of residents arbitrarily blocking balconies and emergency exits with “cage enclosures,” advertisements, and fixed iron frames, effectively sealing off living spaces entirely.

“During a fire, smoke, toxic gases, and heat become trapped, rapidly engulfing the entire residence. This leaves occupants unable to breathe or escape, while rescue teams face significant challenges in accessing and saving lives,” shared Lieutenant Colonel Tran Xuan Phuong.

Implementing a plan from the Ho Chi Minh City People’s Committee, authorities including the City Police, Department of Construction, Department of Culture and Sports, and local ward/commune committees are conducting comprehensive surveys of residential areas. This initiative will continue until June 30, 2026.

Regarding the severe fire at 227 Tran Hung Dao Street (Cau Ong Lanh Ward) in late 2025, which claimed four lives, a PC07 representative stated that the Investigative Police Agency is still probing the incident. Official findings will be communicated to the media and public upon completion.
