The People’s Committee of Thanh Hoa Province has recently issued a document regarding FLC Group’s proposal to implement the Hoang Long Urban Area project in Nguyet Vien Ward and Hoang Hoa Commune. This project is located on the land previously allocated for the FLC Hoang Long Industrial Zone, which was later revoked due to delays.
Accordingly, the Provincial People’s Committee has instructed the Department of Finance to coordinate with the Department of Construction and relevant agencies to review and respond to FLC Group by February 5, 2026. Any matters beyond their authority will be reported to the Chairman of the Provincial People’s Committee for further guidance.

Previously, Thanh Hoa Province had revoked the Hoang Long Industrial Zone project from FLC Group. The project, with a total investment of over VND 2.3 trillion and covering an area of 286 hectares, was initiated on September 22, 2015. However, it faced significant delays in implementation.
In April 2019, FLC Group submitted a proposal to the Provincial People’s Committee to convert the industrial zone into a smart urban area.
By April 2022, the Provincial People’s Committee had instructed the Management Board of Nghi Son Economic Zone and Industrial Parks to work with FLC Group to terminate the project, allowing the investor to decide on the termination process.
According to the Labor Newspaper, on January 6, 2026, Ms. Bui Hai Huyen, CEO of FLC Group, signed a document requesting the Standing Committee of Thanh Hoa Provincial Party Committee to consider and approve the implementation of the Hoang Long Urban Area project.
In the document, FLC Group stated that it was previously assigned by the Provincial People’s Committee as the investor for the Hoang Long Industrial Zone project, spanning multiple wards and communes in Thanh Hoa City and Hoang Hoa District.
During the implementation process, FLC Group compensated and cleared approximately 9.4 hectares of land, with a total expenditure of around VND 22 billion.
FLC Group emphasized its long-term commitment to Thanh Hoa Province, having invested in numerous large-scale projects since 2014 in sectors such as urban development, tourism, hospitality, and infrastructure. Notable projects include the FLC Sam Son Eco-Tourism Urban Area and FLC Sam Son Golf Links, which have significantly enhanced the local urban and tourism landscape, contributed to the provincial budget, and created thousands of jobs.
After a period of turbulence, FLC Group is showing clear signs of recovery in the real estate market, with several key projects making significant progress.
Most recently, the FLC Tropical City Ha Long social housing project (commercially known as GreenLife Apartment) in Cao Xanh Ward, Quang Ninh, has entered a critical phase, with the topping-out ceremony expected in mid-December 2025. The main structural components have been completed, paving the way for roof construction.
In Hanoi, the Hausman Premium Residences project, a high-end apartment complex within the FLC Premier Parc urban area in Dai Mo Ward, has attracted attention for its accelerated construction timeline, nearly a year ahead of schedule. The final stages are being completed, with the roof pouring starting on November 13, 2025, and the topping-out ceremony held in mid-November 2025. Handover to customers is scheduled for June 2026.
In Gia Lai Province, the Provincial People’s Committee has repeatedly extended the deadlines for the FLC Hilltop Gia Lai project and related components of the Dak Doa Complex, while reactivating the Dak Doa golf course project previously assigned to FLC Group.
Additionally, the FLC Quang Binh Hotel & Villas project, with a capacity of 433 rooms, is being expedited for inauguration in 2026.
At an extraordinary shareholders’ meeting in mid-November, FLC Group’s leadership reaffirmed that real estate remains the core business, with over 50 projects under development and research across 11 provinces and cities nationwide, focusing on Hanoi, Quang Ninh, Thanh Hoa, Quang Tri, and Gia Lai.
As of September 2025, FLC Group has handed over 2,301 out of 3,173 units in key projects and completed land title procedures for many customers.
