Ho Chi Minh City: 1,730 Hectares of Land Allocated for Social Housing Development

By 2040, Ho Chi Minh City (HCMC) is set to allocate a total of 1,730 hectares for social housing development. Of this, 1,400 hectares are designated within the pre-merger boundaries of HCMC.

The Department of Construction of Ho Chi Minh City (HCMC) has announced that, according to the government’s plan to invest in the construction of at least 1 million social housing units, HCMC has been assigned a target of 199,400 units by 2030.

The MR1 social housing project, with over 700 units in the Tan Thuan Tay residential area, remains an empty plot nearly four years after groundbreaking, now used as a parking lot and construction material storage site.

Previously, HCMC’s target was 100,000 units, Binh Duong Province’s was 86,900 units, and Ba Ria – Vung Tau Province’s was 12,500 units.

For the 2021–2025 period, the city was tasked with completing 18,143 units: 5,103 units were completed between 2021 and 2024, and 13,040 units are slated for completion in 2025.

In 2025, HCMC is set to finish 14 projects, totaling 12,799 out of 13,040 units, achieving over 98% of the plan.

Thus, from 2021 to 2025, HCMC completed 17,902 out of 18,143 units, reaching nearly 99% of the 5-year plan and meeting the social housing development target set by the Prime Minister.

For the 2026–2030 period, the city’s target is 181,257 social housing units, with 28,500 units planned for 2026.

According to the Department of Construction, 11 projects with construction permits are currently underway for the 2026–2030 period, totaling 11,587 units.

Additionally, 47 projects with investment approval are planned, offering 34,000 units.

These projects are being urged to complete legal procedures to begin construction in Q1-2026, aiming to meet the 2026 target of 28,500 units and provide a foundation for subsequent years.

Three projects are expected to start before January 19, 2026, with a combined total of 5,568 units: the Dinh Hoa Phase 1 Social Welfare Housing Project (1,178 units), the Dinh Hoa Zone 4 Social Welfare Housing Project (3,190 units), and the My Xuan B1 Social Housing Project (1,200 units).

Land Fund for Social Housing Development

A review reveals that HCMC currently has 197 projects/land plots designated for social housing, covering approximately 732 hectares and capable of accommodating 230,000 units.

The city is also developing a land allocation plan for social housing construction until 2040, with 1,400 hectares earmarked in the pre-merger HCMC area.

According to the Department of Construction, from now until 2040, the total land fund for social housing development in HCMC will be around 1,730 hectares.
