Ho Chi Minh City Unveils Northern Science and Technology Urban Hub

The former site of the new Binh Duong City will be transformed into the North Ho Chi Minh City Science and Technology Urban Area. This development includes the repurposing of the 1.4 trillion VND Administrative Center building.

On January 15th, the Ho Chi Minh City People’s Committee, in collaboration with various Departments, Agencies, and the Becamex and VSIP Corporations, officially announced the development of the “Northern Ho Chi Minh City Science and Technology Urban Area” project.

The event also saw the participation of several tech giants, including Qualcomm, Coherent, Warburg Pincus, and the Fraunhofer ENAS Institute.

According to the plan, the Northern Ho Chi Minh City Science and Technology Urban Area will be established and developed in the new Binh Duong City area (formerly part of Binh Duong Province), now known as Binh Duong Ward, Ho Chi Minh City. It will feature a 20-hectare science and technology complex, centered around the former Binh Duong Provincial Administrative Center, which will be repurposed into a science and technology hub.

The urban area will build upon the foundations of the previous “smart city” initiative, leveraging both “hard” and “soft” infrastructure to foster innovation and creativity.

Notable projects include the Saigon Innovation Campus (approximately 100 hectares), the Binh Duong Digital Technology Park (15 hectares), a science exploration center for STEM education and knowledge dissemination, and a training and research campus.

The project will also establish a high-tech industrial park development belt, featuring large-scale industrial parks such as Binh Duong Riverside, Lai Hung, Cay Truong, and VSIP III.

Supportive spaces, including a science and technology eco-park, centralized digital infrastructure, and the WTC Expo Center, will provide an environment for translating research outcomes into pilot production and mass manufacturing.

Becamex Corporation announced that in the initial phase, eight projects will be implemented in the core area to establish comprehensive science and technology infrastructure. These include the Science and Technology Center (partially converted from the former Binh Duong Provincial Administrative Center), the Science Exploration Center, the Science Eco-Park, the WTC Expo Center, the Training and R&D Campus, a 15.47-hectare Digital Technology Park, a 100-hectare Digital Technology Park, and the BWID Supply Chain City industrial park.

Vice Chairman of the Ho Chi Minh City People’s Committee, Bui Minh Thanh, stated that the development of the Northern Ho Chi Minh City Science and Technology Urban Area is taking place as the city receives special mechanisms and policies from the Central Government.

This institutional framework is crucial for the city to implement the project with innovative, flexible, and internationally aligned approaches.

The development of the Northern Ho Chi Minh City Science and Technology Urban Area holds a strategically significant position within the overall spatial development of the city and the Southeast Region.

The area serves as a logistics gateway and a clean energy supply hub for the entire region, featuring seaports, an international airport, inter-regional transportation infrastructure, and large-scale renewable energy sources.

The former Binh Duong Provincial Administrative Center, constructed by Becamex Corporation and handed over to the former Binh Duong Provincial People’s Committee under a BT (Build-Transfer) contract with an investment of over 1.414 trillion VND, has been in operation since February 2014.

The twin-tower building, standing 21 stories tall, once housed approximately 60 provincial-level agencies and accommodated nearly 1,400 employees.

Following the merger of Binh Duong into Ho Chi Minh City, the Ho Chi Minh City People’s Committee entrusted Becamex Corporation with the management, maintenance, upgrading, and utilization of the building for science and technology research and development purposes.
