The People’s Committee of Bac Ninh Province has issued Decision No. 19/QD-UBND, approving the investment policy and assigning the investor to implement the Social Housing Project at lot CT1 in the New Urban Area East of Vo Town (Lang Giang Commune).
According to this decision, the Social Housing Project at lot CT1 in the New Urban Area East of Vo Town will be developed by Bong Lai Social Housing Joint Stock Company (Bong Lai Company). The project will utilize approximately 1.263 hectares of land. It is located on plot CT-1, as per the detailed construction plan for the New Urban Area East of Vo Town, Lang Giang District, Bac Giang Province (now part of Lang Giang Commune, Bac Ninh Province).

The project includes the following components within its land area: high-rise social housing apartments, a transportation system, and external technical infrastructure within the project’s boundaries, ensuring completeness and synchronization.
Specifically, the social housing complex consists of two 20-story buildings with one basement level. The basement has a construction density of approximately 47.5%, while the tower blocks have a density of about 29.3%. The total construction area is around 3,700 square meters, with a total floor area of approximately 80,000 square meters.
The project is expected to include approximately 648 apartments, ranging in size from 25 to 77 square meters. The basement is designed for parking and technical facilities; the first, second, and third floors are allocated for commercial services; and floors four through twenty will house residential apartments.
The functional spaces within the building include residential apartments, commercial areas, community living spaces, parking, and shared public, service, and technical areas. Upon completion, the project is anticipated to accommodate around 1,346 residents.
Regarding the investor, Bong Lai Company was established in early December 2025, with its headquarters located in Him Lam Urban Area, Vo Cuong Ward, Bac Ninh Province. Its primary business is residential construction.
The company’s charter capital is 260 billion VND, with four founding shareholders: Tran Van Tang (35%), Nguyen Huy Toan (35%), Nguyen Kim Sy (15%), and Ta Quang Son (15%). Mr. Tran Van Tang (born in 1989) serves as the General Director and legal representative of the company.
Mr. Tang and Mr. Nguyen Kim Sy are also founding shareholders of Thanh Van 2 Industrial Cluster Joint Stock Company (capital of 250 billion VND), Thu Bon Infrastructure Investment and Development Joint Stock Company (capital of 200 billion VND), and Yen Dung Social Housing Joint Stock Company (capital of 1 billion VND).
A common feature of these three companies is their recent establishment, with Mr. Tran Van Tang acting as the legal representative for all of them.
