Toll Collection for Five North-South Expressway Segments Expected to Begin in February 2026

The ITS system on the Mai Son – National Highway 45 expressway has completed equipment installation and is currently undergoing trial operation.

The Vietnam Road Administration has issued a document to Project Management Units (PMUs), including PMU 2, PMU 7, Thang Long PMU, and Railway PMU, requesting the organization of trial runs and KPI evaluations (operational performance) for the toll collection system at the North-South Expressway projects, Eastern section, phase 2017-2020.

Automated Non-Stop Toll Collection System Trial Run from January 13th

The automated non-stop toll collection system is implemented with a multi-lane free-flow ETC entry model (no barriers), a single-lane ETC exit model (with barriers), and no manual toll lanes on the Mai Son – National Highway 45 expressway.

The Vietnam Road Administration requires PMU 7 to direct contractors to urgently complete the interconnection of toll data from toll stations and the interconnection of Back-End systems to evaluate the operational performance (KPI) of the expressway toll Back-End system as per regulations.

PMUs are to coordinate with PMU 7, instructing relevant contractors to promptly inspect the toll system according to the trial run scenarios outlined in the “Technical Specifications and Guidelines for Construction and Acceptance of ETC Toll Stations” within the approved design documents, from January 6, 2026, to January 12, 2026. Simultaneously, they are to conduct KPI evaluations of the toll system from January 13, 2026.

“PMUs must report daily inspection and evaluation results and propose an official toll collection start date to the Vietnam Road Administration as per the Ministry of Construction’s directives,” the Vietnam Road Administration stated.

Minimum 37-Day Trial Operation

Mr. Nguyen Viet Huy, Deputy Director of the Vietnam Road Administration, stated that as of now, components such as the Intelligent Transportation System (ITS), electronic non-stop toll collection system, including cameras, software installation, and the Route Operation Center, have been substantially completed for five component projects of the North-South Expressway, Eastern section, phase 2017-2020: Mai Son – National Highway 45; National Highway 45 – Nghi Son; Nghi Son – Dien Chau; Vinh Hao – Phan Thiet; Phan Thiet – Dau Giay.

The ITS system for the management and operation of the North-South Expressway, Eastern section, is the first state-invested project, requiring a high accuracy rate of 99.8%.

According to regulations, the system must undergo testing and trial operation for a minimum of 37 days to ensure stable operation, meet accuracy requirements, and guarantee accurate and sufficient revenue collection for the state budget.

The Vietnam Road Administration will take over the system after it fully meets technical standards to implement toll collection on state-invested expressways, with toll collection expected to commence in February 2025.
