According to Decision No. 171/QĐ-UBND issued on January 13, 2026, the Chairman of the Hanoi People’s Committee, Vu Dai Thang, appointed Mr. Truong Hai Long to the Department of Construction. Born on February 19, 1971, Mr. Long holds degrees in Civil and Industrial Construction Engineering and Hydraulic and Hydropower Engineering.
Prior to this appointment, he served as Chairman of the Board of Members at HANDICO. His term is set for five years, during which he will receive a leadership allowance with a coefficient of 0.8 as Deputy Director of the Department of Construction. The decision takes effect immediately upon signing.
In 2021, Mr. Truong Hai Long was elected as a delegate to the Hanoi People’s Council for the 2021–2026 term, representing Thach That District.
Established in 1999, the Hanoi Housing Development and Investment Corporation (HANDICO) is Hanoi’s first “Company 90,” formed by merging 17 units from 10 key agencies. It pioneers innovation in construction, housing, and urban development.
In 2025, HANDICO achieved a production value of 12,850 billion VND (105.3% of the annual plan, up 6.6% from 2024), revenue of 11,500 billion VND (102.7% of the plan, up 3.7%), and contributed 1,200 billion VND to the state budget, exceeding the plan by 4.3%.
Notably, profits reached 1,730 billion VND (33.1% above the plan, up 1.8%), with average employee income at 8.5 million VND/month (2.4% above plan, 3.7% higher than 2024).
This marks the 10th consecutive year HANDICO has maintained a production value above 10,000 billion VND.
Over the 2020–2025 term, all targets set by the 5th Party Congress Resolution were surpassed: production value of 58,768 billion VND (103.5% of plan), revenue of 52,584 billion VND (111.6%), 1,093,000 m² of housing construction (103.4%), budget contributions of 6,034 billion VND (105.3%), profits of 7,343 billion VND (201.5%), and average income of 8.5 million VND/month (102.4%).
The Dong Anh District Administrative Center (now the Dong Anh Commune Party Committee – People’s Council – People’s Committee Headquarters) is a large-scale project completed ahead of schedule by HANDICO, ensuring high quality.
For 2026, HANDICO targets a production value of 13,650 billion VND, revenue of 12,000 billion VND, 235,000 m² of construction, budget contributions of 1,200 billion VND, profits of 1,880 billion VND, and average income of 9 million VND/month.
